PURPOSE OF THE POSITION
The Project Manager (PM) will lead, manage and coordinate the entire project, ensuring the achievement of strategic objectives through effective design, planning, staffing, implementation and quality assurance. The PM will identify and address project risks, propose adjustments and serve as the primary liaison between the EU delegation, implementing partners and stakeholders. The project is based in Armenia's Shirak, Lori, Tavush and Gegharkunik marzes.
The position demands strong leadership, coordination, technical expertise and project management skills to meet deadlines while ensuring coherence and consistency. The PM will manage project staff, engage stakeholders and ensure the quality and efficiency of activities. Additionally, the PM will oversee the project’s consortium partners, ensuring security, feasibility and sustainability.
The "Leading Equality and Access for Disabilities" Project aims to support the roll-out of the International Classification of Functioning (ICF) in Armenia. It focuses on strengthening civil society organizations, empowering Disabled People’s Organizations and integrating the needs of persons with disabilities into policy and delivery mechanisms, improving quality of life across Armenia.
MAJOR RESPONSIBILITIES
Provide strategic and operational leadership and direction, define and implement activities to achieve the greatest impact toward project goals and objectives,Implement ICF (International Classification of Functioning) framework roll-out in Armenia,Establish and maintain collaborative working relations with the Ministry of Labor and Social Affairs, as well as various other government entities in Armenia,Develop, review and monitor yearly work and performance plans in coordination with key project staff, in order to ensure long-term and short-term priorities are on track,Recruit, hire and manage national staff, consultants and subcontractors as needed to carry out activities,Manage all the stakeholders, institutions/ organizations that are engaged in promotion of equal rights of persons with disabilities in Armenia and outside, to learn from experience of countries with successful practices, in order to provide evidence-based recommendation to feed the policy agenda in Armenia,Manage local partners to ensure that their performance meets or exceeds technical and financial contractual requirements,Support project staff by creating and maintaining work environment that promotes teamwork, trust, mutual respect and empowers staff to take responsibility,Support implementation of WV’s and EU Delegation security protocols and provide leadership in handling security-related issues. Address local staffing and personnel issues related to security,Maintain active and cooperative relationships with all key stakeholders, including government officials, project partners, other implementing agencies and related institutions,Represent the project and the organization in the public and ensuring the distribution of information about project achievements and lesson learned,Maintain working knowledge of project financials, working with and supporting the financial officer to ensure that appropriate systems and procedures are in place and being followed,Manage project budget within approved spending levels and ensure accurate and timely financial reports to donor. Ensure project expenses are reasonable, allocated as per assigned budget, prudent and spent in accordance with donor rules and regulations to ensure low risk audits,Liaise with National and local government officials, local communities, donor representatives and other stakeholders as appropriate. Facilitate learning of best practices on project’s technical areas and other donor organizations,Establish and maintain effective project reporting, evaluation and communication systems. Submit timely accurate and professional reports that meet donor requirements,Report to the EU Delegation when requested through both formal and informal debriefings, annual and semi-annual reports,Establish clear and frequent communication regarding project progress and oversight management with the donor,Perform other relevant tasks, as assigned by the Line Manager.REQUIRED QUALIFICATIONS
Work Experience: Minimum 5 years' experience in managing social protection projects, particularly focused on persons with disabilities in Armenia, with deep understanding of the local context and needs,Experience with EU-Funded Projects: Familiarity with EU-funded projects, including an understanding of EU reporting requirements and compliance with financial management practices,Master’s Degree (preferred) in Social Sciences, Public Policy, or related field, or equivalent advanced training in relevant areas of social protection and disability rights,ICF Framework Knowledge: Solid understanding of the International Classification of Functioning (ICF) framework and post-assessment services for persons with disabilities,Expertise in Disability Rights & Policy Frameworks: Strong knowledge of disability rights issues and policies in Armenia, with hands-on experience in the design and implementation of disability-inclusive social protection programs that align with national and international standards,Experience with Disabled People’s Organizations (DPOs): Proven ability to work closely with DPOs, empowering them as key stakeholders in disability rights advocacy and policy dialogue, ensuring their active participation in program design and implementation,Leadership & Coordination Skills: Strong leadership and coordination abilities, with demonstrated track record of managing complex projects and multi-stakeholder partnerships to deliver successful outcomes,Budget Management Skills: Proven experience in budget planning, management and oversight, ensuring financial accountability, effective allocation of resources and adherence to financial policies and regulations,Monitoring & Evaluation: Expertise in project monitoring, evaluation and reporting, with the ability to assess project performance, adapt strategies and ensure the achievement of objectives in timely and efficient manner,Networking & Partnership: Networking and cooperation with the Ministry of Labor and Social Affairs with the ability to build productive relationships with government entities and local partners,Advocacy & Policy Development Expertise: In-depth experience in advocacy, policy development and the promotion of equal rights for persons with disabilities, ensuring the integration of inclusive policies into social protection programs,Language Proficiency: Fluency in Armenian and English (both written and spoken), with excellent communication skills to engage diverse stakeholders, including government officials, DPO representatives and community members,Proven Team Management: Demonstrated ability to lead, motivate and manage technical teams, integrating professionals around common goals to deliver high-quality results,Strong Report Writing & Presentation Skills: Expertise in preparing and presenting clear, concise reports, proposals and presentations to diverse stakeholders,Technical Skills: Proficiency in Microsoft Word, Excel, PowerPoint, Outlook and experience working with databases and other software tools,Organizational & Analytical Skills: Strong organizational skills with the ability to manage multiple tasks simultaneously, while using analytical and critical thinking to solve complex problems,Interpersonal & Team Building Skills: Excellent interpersonal skills, with proven ability to foster teamwork, build morale and facilitate collaboration among stakeholders.Applicant Types Accepted:
