PURPOSE OF THE POSITION

World Vision Armenia (WVA) is a leading humanitarian organization with strong presence in Armenia, focused on improving the lives of vulnerable children and families. We are seeking an experienced Project Manager to oversee the successful implementation of partnership activities, ensuring effective delivery, compliance with project requirements and alignment with our mission and values.

World Vision Armenia (WVA), in partnership with the Disaster Risk Reduction National Platform (ARNAP), has launched the project “Strengthening Community Resilience and Disaster Preparedness for Forced Displacement in Armenia”. The project aims to enhance community resilience and preparedness to face natural disasters, climate change and forced displacement. This initiative, focused on vulnerable populations, will integrate disaster risk reduction (DRR) and shock-responsive social protection (SRSP) to ensure holistic approach in addressing the needs of displaced and stateless persons.

Project Manager will be responsible for overseeing the implementation, monitoring and evaluation of the "Strengthening Community Resilience and Disaster Preparedness" project. S/he will work closely with WVA, ARNAP, local authorities and downstream partners to ensure the successful execution of the project’s activities, aimed at strengthening disaster resilience and preparedness among forcibly displaced persons and host communities in Armenia.

MAJOR RESPONSIBILITIES

Project Planning and Implementation:

Develop and refine project work plans, ensuring alignment with the project’s objectives and deliverables,Lead the coordination of activities across all sectors: Community Resilience, Disaster Risk Awareness, Early Warning Systems and Contingency Planning,Ensure the integration of Shock-Responsive Social Protection (SRSP) into community-based social services through collaboration with local governments and community-based organizations,Collaborate with ARNAP and local authorities to strengthen disaster risk reduction (DRR) initiatives, including the development of community-based DRR strategies and early warning systems.

Team Leadership and Coordination:

Supervise and provide technical support to project staff, including community social workers, as well as local authorities and implementing partners,Coordinate activities with project partners, local authorities and other stakeholders to ensure smooth implementation and adherence to timelines,Ensure that project activities are carried-out in participatory manner, involving displaced persons and vulnerable populations in decision-making processes.

Monitoring, Evaluation and Reporting:

Prepare regular project progress reports, ensuring accurate and timely submission to donors and stakeholders,Coordinate with M&E teams to collect and analyze data on project outcomes and impact, adjusting activities as needed to meet the project goals,Conduct regular site visits to monitor project activities, assess progress and identify potential challenges.

Financial Management and Budgeting:

Develop and manage project budget, ensuring that activities are implemented within the allocated resources,Monitor expenditures and ensure compliance with donor guidelines and WVA’s financial management policies,Provide recommendations for budget adjustments based on project needs and emerging issues.

Capacity Building and Stakeholder Engagement:

Facilitate workshops, training and capacity-building activities for local authorities, social workers and community leaders on SRSP, disaster preparedness and risk reduction,Foster partnerships with local civil society organizations, private sector partners and media to support project activities, including Information, Education, and Communication campaigns and disaster preparedness initiatives,Represent WVA and the project at meetings with stakeholders, including government officials, donors and local communities.

Risk Management and Quality Assurance:

Identify and mitigate project risks, including those related to security, logistics and coordination,Ensure adherence to project standards and quality assurance processes, maintaining high level of accountability and transparency in all activities.

REQUIRED QUALIFICATIONS

Education & Experience:

Bachelor’s degree in Social Sciences, Disaster Management, International Development or related field. Master’s degree is preferred,At least 5 years of experience in project management, preferably in disaster risk reduction, social protection or community resilience projects,Proven experience in managing multi-sectoral projects, including community-based interventions and disaster preparedness,Experience working with vulnerable populations, particularly displaced persons and knowledge of shock-responsive social protection (SRSP) frameworks,Demonstrated experience in managing donor-funded projects and reporting to international donors.

Skills:

Strong leadership and team management skills, with the ability to work effectively with diverse teams and stakeholders,Excellent project management, organizational and problem-solving skills,Ability to build strong partnerships and engage stakeholders at all levels,Strong analytical skills with experience in monitoring and evaluation (M&E) and data-driven decision-making,Excellent communication and interpersonal skills, with fluency in both English and Armenian (written and spoken),Knowledge of DRR principles and approaches, particularly in the context of forced displacement,Proficiency in MS Office and familiarity with project management and M&E software,Ability to work in high-pressure environment with proactive and solutions-oriented approach,Flexibility, adaptability and ability to work independently and as part of a team,Strong attention to detail and commitment to high standards of work quality.
