ハードサービスファシリティマネージャー (設備管理マネージャー)

※クライアント先に常駐し、施設の設備管理・運用全般をお任せします

<業務内容>

1. 建物管理業務

日常の建物の運用および保守

特殊なR&D要件を含むユーティリティ管理

緊急時対応と計画的保守

法規制遵守と報告

ステークホルダー(関係各所)とのコミュニケーション

リスク管理とインシデント対応

ベンダーおよび契約管理

その他の運用・メンテナンス関連業務

2. 消防設備プログラムの管理

消防設備の点検/テスト/保守(ITM)の適切な管理(地域の法規制とクライアント要件に基づく)

設計/施工の管理および全ての監査準備

文書管理・行政への提出

防火/防災計画の更新と避難訓練の実施

地域による規制とクライアント要件に準拠した全要件の遵守

消防設備の変更、避難訓練に関する消防署との連絡

スプリンクラーシステムなど消防設備変更の評価

防火に関する年次自己/外部監査の実施と対応

3. 監査対応(日本の法規とクライアントのルールに準拠)

HSE(健康安全環境)監査のサポート

電気安全監査の主導

消防設備監査(内部および外部)の主導

法令順守評価のサポート

3. 保守やプロジェクト管理と調達

設備投資プロジェクトの主導(リスク評価、調達、設置)

突発的な保守作業の調達とリスク評価

R&D部門のリスク評価サポート

チーム内のリスク評価サポート

4. HSEプログラムサポート

労働安全衛生、環境、セキュリティに関する契約遵守、監査管理。環境影響報告管理(大気排出、排水、騒音)

事故報告と必要な改善策の作成

産業廃棄物処理サポート

害虫駆除の手配と一定レベル以上の捕獲時の対策実施

避難訓練の手配

タンク清掃と密閉空間立入に関する訓練の手配

JLL請負業務で使用する薬品の評価とクライントへの承認申請

現場スタッフに必要なトレーニングと技術サポートのプログラム開発、チームへの定期的なトレーニング実施

業務遂行に必要な作業手順と実践の開発、必要に応じた継続的改善

<求められる経験・知識・スキル>

電気および設備エンジニアリングの経験または知識

クライアントの文化を理解し、要求に沿ったサービスを提供する能力

問題解決への積極的なアプローチと指示に基づく正確な課題処理能力

上司、同僚、クライアントとスムーズにコミュニケーションを取り、チームとして業務を行える方

英語での口頭およびメールなど書面によるコミュニケーション能力

Microsoft Office (Excel/Wordなど)中級レベル以上

Hard Service Facility Manager (Engineering)

<Job Description >  

1. Building Operation Management

-Day-to-day operations and maintenance

-Utility management, including specialized R&D requirements.

-Emergency preparedness and planned maintenance

-Compliance with regulations

-Stakeholder communication

-Risk and incident management.

-Vendor and contract management

-Flexibility to handle unforeseen tasks.

2. Fire Protection program management.

-Appropriate management of Inspection/Testing/Maintenance (ITM) of the fire protection equipment base on local regulation and customer requirement.

-Management of design/construction and preparation for all audits

-Document management and submission to authorities.

-Updating fire/disaster preventive plan and conducting evacuation drills

-All requirements should comply with local regulations and customer requirement.

-Communication with the fire department regarding changes in fire protection equipment and evacuation drills

-Assessment of fire protection equipment changes, e.g., sprinkler systems

-Conduct annual self/external audits for fire protection and taking actions.

3. Audit Response (Compliant with Japanese regulation and client rules)

-Support for HSE (Health Safety Environment) audit.

-Lead for electrical safety audit.

-Lead for fire protection equipment audit (internal and external)

-Support for LCA (Legal Compliance Assessment) audit.

-Lead for JLL internal audit.

4. Maintenance and Project Management

-Lead the capital project (risk assessment, procurement, and installation)

-Procurement and risk assessment for unexpected maintenance work

-Risk assessment support for R&D organization.

-Risk assessment support within the team.

5. HSE Program support

-Compliance with the contract regarding labor safety, health, environment, security, manage audits. Environmental impact reporting management (air emissions, wastewater, noise).

-Accident reporting and creation of necessary improvement actions.

-Industrial waste disposal support

-Arranging pest control and implementing counter measures when pests are captured above a certain level.

-Arrange evacuation drill.

-Arrange for tank cleaning and drills related to confined space entry.

-Evaluate chemicals to be used in the building for JLL's work and submit to client for approval.

- Develop programs for training and technical support required for field staff and provide regular training to the team.

-Develop work procedures and practices and continue to improve them as necessary for the execution of the job

<Required Experience, Knowledge, and Skills>

Experience or knowledge in electrical and facility engineering.Ability to understand the client's culture and provide services in line with their requirements.Proactive approach to problem-solving and ability to handle issues accurately based on instructions.Ability to communicate smoothly with superiors, colleagues, and clients and work as a team.Proficiency in oral and written communication in English.Proficient in using Microsoft Office software.

<Preferred Qualifications>

Experience or knowledge of facility management.
