Job Description

The Iowa Department of Health and Human Services (HHS), Division Public Health is seeking aCommunity Health Consultantto join our team!
This position will provide support, consultation, education, and subject matter expertise regarding Iowa's 1st Five Healthy Mental Development Initiative.
Responsibilities:
+ Provide required/requested consultation, training and technical assistance to assigned 1st Five contracted sites.
+ Ensure ongoing enforcement of executed contract requirements such as service delivery, personnel hiring and training, budget preparation and monitoring, documentation of service delivery and time studies, etc.
+ Visit local 1st Five sites across the state annually (or more often as needed) to provide training, technical assistance, and program/contract implementation oversight.
+ Review and respond to local 1st Five progress reports and outcomes measure data.
+ Assist in the development and maintenance of 1st Five policy/procedure manuals and guidance documents.
+ Maintain ongoing dialog with HHS/CAH team member(s) regarding program issues, questions, responses, and program guidance.
+ Provide program input for maintenance of the Iowa Connected client database, monitor needed system adjustments, consult regarding system maintenance, request data reports, analyze report results, and provide technical assistance regarding accurate documentation of services within the system.
+ Seek to increase and maintain expertise regarding early childhood development, primary care practice, developmental surveillance and screening, health care payment systems (including but not limited to Medicaid) and health care delivery.
+ Assist in the development, administration and ongoing management of competitive bid documents/contracts for eligible 1st Five applicant agencies.
+ Lead the development and ongoing management of the Practice Consultation Contract.
+ Coordinate and collaborate with key HHS and stakeholder staff to facilitate a comprehensive approach to the work.
+ Ensure the contract process requirements are met and that the contract is drafted and executed in a timely manner.
+ Provide on-boarding/ongoing training and technical assistance to new and established 1st Site Coordinators.
+ Provide presentations regarding the 1st Five program to stakeholder groups, conferences, and other interested parties, as requested or assigned.
+ Other duties as assigned including assignments made in an emergency or disaster as mutually agreed upon by the employee and employer.
+ Communicate in a professional and courteous manner with staff, clients, internal and external customers and partners.
+ Continue professional and educational development to continually improve leadership and management skills and knowledge base.
Desired Qualifications:
In-person at the Lucas State Office Building at least two days per week and other days as scheduled.
Communicates 1st Five program Site Coordinator requirements to local contract agencies and other interested stakeholders; conducts on-site technical assistance, program consultation and education for contractors and community partners around Iowa.
Collaborates as a member of a team to determine and deliver consistent program guidance and information to contractors and stakeholders
Analyzes and interprets program data and evaluation reports
Conducts meetings (both virtually and in person) and uses a variety of software tools and technologies for presentations, development of program materials, delivery of customer service and other program functions as needed
Facilitates internal and external awareness of 1st Five as an integral part of CAH/HHS programming, including making presentations to all audiences as needed
Ensures services are delivered in compliance with program expectations
Negotiates contracts and work plans

6 months experience, 12 semester hours, or a combination of both related to improving, maintaining, and protecting the general condition of health within society, either on a personal, institutional, organizational, or community basis. Experience may be gained from direct provision of health care or from other ancillary programs and support mechanisms such as government public health departments.
AND
280 Human/Social Services Programs:
6 months experience, 12 semester hours, or a combination of both directly related to human/social services. Experience generally obtained from either some level of government organization or a non-profit organization delivering these services. Must demonstrate exposure to the basic concepts of human/social services and related policies and procedures. Programs include those traditionally under the purview of the Department of Human Services, such as but not limited to:
+ Child and family welfare
+ Medicaid
+ Entitlement programs
+ Income maintenance
+ Mental health
+ Development disabilities
+ Child support recovery
OR
095 Child Development (or Early Childhood):
6 months experience, 12 semester hours, or a combination of both. Experience should be in the direct care or the overseeing of others who provide direct care to children.
Minimum Qualification Requirements
Graduation from an accredited college or university with major coursework in nursing, a human services or health-oriented field, or education, or nutrition and three years of professional experience in these areas;
OR
Masters degree in nursing, public health or science, a human services or health-oriented field, or education, may be substituted for one year of the required experience;
OR
certification as a paramedic and the equivalent of three years of full-time experience as a paramedic;
OR
an equivalent or combination of the required education and experience, totaling seven years, will be qualifying.
