Summary This announcement uses the DHA for Certain Personnel of the DoD Workforce (Title 5 USC Section 9905) direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. WJ-5782-07 positions have a full performance level of WJ-5782-08 and are eligible for non-competitive promotion once licensing requirement and full satisfactory performance is meet. Responsibilities Ensure adequate operation of the vessel during his watch, for checking steering gear far worn parts, and seeing that necessary preventative maintenance is performed, and for seeing that all wheelhouse equipment is in good working order. Stand regular bridge watch and directs the dredging operations in accordance with navigation roles and regulations, dredging plans and specifications, and instructions issued by the Master relative to areas and depths. Instruct Quartermaster as to compass course or ranges to follow and directs the Quartermaster in recording dredging data for inspection reports. Direct the flow of dredged material to keep dredge in trim. Operate pilot house controls for starting, stopping, speeding up, slowing down, and reversing dredge motors as required. Keep log of movement of the vessel during watch and records other pertinent data such as weather conditions, tide flow, etc. Dock and undocks at mooring barge both day and night under all conditions, exercising care not to damage the dredge or barge. Coordinate pump-out operation with shore party by maintaining two-way radio contact to monitor flow and consistency of pumped dredged material. Ensure that hopper material is pumped out as fast as possible without plugging and rupturing the line which would result in extensive delay. You will receive credit for all qualifying experience, including volunteer experience. Additional information about transcripts is in this document. Minimum Qualifications (Screen Out Element): Ability to do the work of an 3rd Mate (Hopper Dredge) without more than normal supervision. Your resume must demonstrate that you have the ability to perform basic navigational bridge operations; and/or experience standing watch; and/or experience directing dredging operations in accordance with navigation roles and regulations. Failure to meet this Screen Out Element will result in an ineligible rating. Must possess a Standard of Training/Watchkeeping (STCW) endorsement as Officer in Charge of a Navigational watch or higher. Must possess a valid Transportation Worker's Identification Credential (TWIC). PHYSICAL EFFORT: Light effort is required for continuous standing and operating of various controls while on watch. WORKING CONDITIONS: Spends most of time in wheelhouse. Occasionally goes outside in all kinds of weather to attend to certain duties, being exposed to the elements and subject to slipping on wet decks. Danger of drowning exists in case of accident. The remainder of the year is spent on performing maintenance or periods at the shipyard. The ship may also be called out to perform emergency dredging along the Atlantic and Gulf Coasts. Regular tour of duty is 15 consecutive work days, followed by 13 days off. Residence on board the dredge during the work period is a necessary condition of employment. While the dredge is operating, subsistence and quarters are provided free of charge. Transportation to and from the dredge is at the employee's expense. When the dredge is operating in the Delaware River, access to and from Philadelphia International Airport is minutes from the Ships Home Dock which is located at the Fort Mifflin Project Office. Access from major roads is also within minutes (I-95 & I-76). Parking is provided at the Fort Mifflin field office for all Crew Members.
