SFAPD operates the Community Assessment and Services Center (CASC) to provide comprehensive reentry services in partnership with city providers. The CASC operates as an innovative, ‘one-stop shop’, where probation clients can meet with their probation officers and then walk downstairs to receive immediate services. 8435 Division Director, Adult Probation The San Francisco Adult Probation Department (SFAPD) is dedicated to supporting justice-involved adults through personalized services that empower them to permanently exit the criminal justice system. Recognizing the diverse challenges faced by individuals, SFAPD provides a combination of reentry programs and rehabilitative services designed to complement supervision strategies. By integrating accountability with opportunity, SFAPD fosters public safety, promotes victim restoration, and supports evidence-based practices to help clients become productive members of the community. As a second-level management position within the department, the Division Director, Adult Probation, plays a critical role in overseeing the administrative planning and coordination of divisional operations. Reporting directly to the Assistant Chief and/or Chief Adult Probation Officer, the Division Director provides leadership, supervises teams, and ensures compliance with court orders and legal requirements. This role demands a high level of professionalism, autonomy, and expertise in evidence-based practices and community supervision trends. Responsibilities of the Role Under general direction of Senior Leadership, the APD Division Director is responsible for organizing, planning and direction of the activities of a major division of the Adult Probation Department; coordinates the units both within the division and with other divisions, departments and agencies; and performs related duties as required. Key responsibilities include: + Leadership and Representation: The Division Director represents the department at community events, collaborative operations, and local, state, and national initiatives. They engage with various stakeholders to further the mission of SFAPD and maintain effective partnerships. + Operational Oversight: The role involves managing Supervising Deputy Probation Officers (SPOs), advising on personnel matters, and interpreting policies and procedures. The Division Director monitors casework to ensure compliance with court orders, develops and implements policies, and stays current with effective intervention strategies. + Program and Policy Development: The Director oversees grants, special projects, and new initiatives, aligning them with SFAPD’s mission and vision. They play a pivotal role in fostering innovation and improving departmental practices. + Staff Management: Key responsibilities include recruiting, training, evaluating, and recognizing staff. The Director addresses disciplinary actions when necessary and promotes professional growth opportunities. + Budget and Reporting: The Director assists in budget preparation, tracks performance metrics, and prepares operational reports to support strategic decision-making. + Training: The selected candidate may be required to lead the department’s firearms and internal training programs in coordination with the Chief Deputy and the Chief of SFAPD. Once hired, the candidate would be required to be proficient in laws and regulation pertaining to use of force by probation peace officers, and preferably, be able to demonstrate some leadership experience in these areas. + Reentry and Client Services: The selected candidate may be asked to assume a leadership role at the Department’s Community Assessment Services Center (CASC). Experience working with clients in recovery and an understanding of reentry and reentry services is welcome. In addition to these responsibilities, the Division Director may supervise a unit, manage special projects, or serve as the acting head of the department in the absence of senior leadership. The position requires flexibility, with work often conducted during non-traditional hours, including evenings and weekends. Depending on departmental needs, the role may require the Director to be armed. Minimum Qualifications These minimum qualifications are to be used as a guide for establishing the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Education: Bachelor’s degree in social sciences, psychology, criminology, or a related field. Experience: Five (5) years of professional experience as a probation officer or community corrections officer in the federal, state or county system. License: A valid California Class "C" Driver’s License with a clean driving record is required. Substitution: A law degree, master’s degree, or doctorate or a professional license in a related field may substitute for one year of supervisory experience. Desired Qualifications: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring. + The ideal candidate will demonstrate knowledge of the legislative process, relevant laws, evidence-based practices, and Superior Court operations. They should possess strong skills in policy interpretation, conflict resolution, and communication. Experience in developing training programs and leading organizational initiatives is also highly valued. + At least two (2) years of the required five (5) years of experience in a supervisory role equivalent or similar to what is described in Class 8434/8534 Supervising Adult Probation Officer. IMPORTANT AND ESSENTIAL KNOWLEDGES, SKILLS, AND ABILITIES The level and scope of the following knowledge and abilities are related to duties in the “Examples of Duties” section of this recruitment. Knowledge of: Understanding of the legislative process and forecast implications for operations.  Emphasis on knowing existing codes, ordinances, laws, regulations, and evidence based practices relating to the operation of the Probation Department; principals, trends and techniques in the delivery of adult probation services; organization of the Superior Courts regarding court jurisdiction, operations, policies and procedures. Completion of any state-mandated trainings to meet the requirements of being a sworn officer must be completed within one year after hire date. This examination will consist of written tests and a clinical interview to determine the candidate’s fitness for work as a Division Director, Adult Probation. Selection Procedures: After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following: The selection process will include evaluation of applications, education and a Supplemental Questionnaire Evaluation and a Written Multiple-Choice examination. Supplemental Questionnaire Evaluation (Weight: 50%):  Applicants who meet the minimum qualifications will be sent a Supplemental Questionnaire via electronic mail after the closing of this filing period. The Supplemental Questionnaire is designed to measure the knowledge, skills and/or abilities in job-related areas required for the position.  Applicants will be given a deadline to return the Supplemental Questionnaire. Management Test Battery (MTB) Exam (50%): A computer-based test assessing competencies in leadership, problem-solving, and communication. Scores are valid for three years and transferable to other recruitments. In accordance with CivilService Rule 111.11.4, inspection privileges do not apply to the questions and answers in this examination. A passing score on both the Supplemental Questionnaire and the Management Test Battery must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final combined score. BANKED SCORES: The score you achieve on this examination shall be valid and "banked" for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score and new banked score. The department may administer additional selection procedures to make final hiring decisions. Eligible List/Score Report:  A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only.
