Description of Work Unit
Support an atmosphere of safety and security conducive to the fulfillment of the academic mission of Colorado State University and respond to the needs of the campus community. This unit is the point of contact for system entry and deployment of law enforcement, fire, ambulance, rescue, other University departments and outside agency resources. The unit provides communication, support services and technical skills required to fulfill the mission of the CSU Police Department, and also provides education and referrals to the general public.
Evaluates urgency of incoming phone calls, prioritize phone call in relationship to other pending calls quickly by analyzing, interpreting and adapting written procedures, guidelines, professional standards of practice, laws, regulations and rules from memory. The requirement to make prioritization and deployment decisions immediately, particularly in emergent situations, does not allow reference to written materials for guidance, and decisions must be made based upon intimate personal knowledge of the numerous and varied directions and guidance resources.
Position Summary
This position is an entry-level position to be trained in collecting information from the general public and other agencies through verbal, written, or computer contact; analyze and evaluate the urgency of the request and prioritize the request; disseminate to proper personnel or deploy appropriate law enforcement, fire and ambulance services. This position accesses and researches numerous computer databases to gather information and apprise police officers and other agencies of information to assist in investigations. This position transmits and monitors radio transmissions so as to log officer’s daily activities, report incidents, and dispatch emergency and non-emergency services to necessary locations. This position gives pre-arrival medical assistance to the CSU community.
This is an entry level position that will go through extensive training and be closely supervised. The workload and knowledge requirements for this position are extensive. This position requires high integrity and ability to be accurate in even the smallest detail. This position also requires the ability to quickly process multiple requests and correctly prioritize, then deploy appropriate responders and monitor the activities of those responding via radio and Computer Aided Dispatch ( CAD ). They must be able to function, enter and retrieve data from numerous computer systems simultaneously. This entry level position will be promoted after successful completion of the 12 month probationary and training period.
Minimum Qualifications
Must have a high school diploma or GED .
CONDITIONS OF EMPLOYMENT :
+ Must be willing and able to report to work without delay or interruption (30 minute response time preferred) to provide essential or emergency services to ensure health, safety, and welfare of the campus community
+ Must be able to type 45 words per minute
+ Must submit to and pass a hearing and eye sight test
+ Must submit to and pass a polygraph and psychological exam
+ Must submit to and pass a criminal history background check that includes a fingerprint check acceptable by Colorado State University and Colorado Crime Information Center ( CCIC ) standards (Must not have felony or serious misdemeanor arrests or convictions)
+ Must be willing and able to work on a rotating shift of days, nights, weekends and holidays to serve the needs of our campus community. NOTE : This position may work any of the following shifts on a department rotating schedule: 7:00 AM – 5:00 PM; 5:00 PM – 3:00 AM; 9:00 PM – 7:00 AM; 11:00 AM – 9:00 PM. Shifts will be scheduled on weekdays and at least one weekend shift every week.

+ Dispatch experience in a police/emergency environment requiring regular use of knowledge in: police procedures, emergency medical protocol, and/or emergency vs. non-emergency situations.
+ Demonstrated work experience and the ability to multi-task in order to perform simultaneous function (i.e. perform data entry while corresponding via radio with Law Enforcement personnel, gather and disseminate information to emergency responders while maintaining awareness of alarm systems both security and panic etc.)
+ Demonstrated ability to prioritize incoming calls for service by using analytical skills, judgment, and problem solving skills.
+ Ability to make quick decisions while remaining calm and maintaining composure in high stress/pressure situations.
+ Energetic performer with an upbeat, positive attitude.
+ An adaptable, flexible approach that allows for a wide variety of both independent and team oriented assignments.

+ Uses Emergency Medical Dispatch ( EMD ) as a systematic program of handling medical calls. Uses locally approved EMD guidelines to quickly and properly determine the nature and priority of the medical emergency call, dispatch the appropriate response, then give the caller instructions to help treat the patient until the responding EMS unit arrives. A comprehensive EMD program reduces liability by providing thorough and consistent dispatch instructions and can help meet the growing public expectation that when citizens call 911, appropriate medical care will be provided as quickly as possible.
+ All CSUPD Dispatchers are required to be EMD Certified after attending a 4-day training and certification course and must use the EMD program to process every incoming medical call. Dispatchers process medical calls by asking callers a specific set of scripted questions and provide life-saving emergency instructions prior to paramedics arriving on scene. Dispatchers must participate in ongoing training and receive at least 24 hours of continuing education credits and have current CPR certification in order to be re-certified.
