Program Summary
KBR leads the government services world contingency market by providing responsive, full-service logistics support to forces and civilians deployed around the world under KBR’s Strategic Army Portfolio. KBR’s enduring mission support of the DoD Armed Forces dates back to 1992 when we served as the Army’s original prime contractor for its Logistics Civil Augmentation Program (LOGCAP). Today, we have a workforce of 5,000 people representing 30 nationalities who perform work in 10 countries. Under the Agriculture Cleaning and African Swine Fever (ASF) Sanitization (ACAS) contract; KBR will manage and perform the receipt, storage, maintenance, cleaning and sanitation of vehicles and property.
Job Summary
As a Laborer Foreman, you will be responsible for the execution of Labor services related to performing agricultural cleaning within the Reception/Staging Area, Wash Racks, Sanitization Racks, or Sterile/Handoff area at a single location.
Please note: This position will be located on-site, in multiple countries across the Eastern EU and is contingent upon award.
Roles and Responsibilities
Oversees laborers performing cleaning tasks on military cargo and equipment to ensure compliance with Government standards and regulations (e.g., AFPMB Technical Guide No. 31).
Supervises the use of material handling equipment for cleaning undercarriages and rolling stock and ensures laborers clean vehicle interiors, including cabs, floor areas, trunks, and spare tire wells, using methods such as sweeping, compressed air, or wet/dry vacuuming.
Ensures detachable flooring is cleaned as needed and verifies that electronics are protected during pressure washing or steam cleaning.
Inspecting all cargo and equipment is free from contaminants and pests before being cleared for entry to the sanitization Rack.
Supervises the use of approved disinfectants and cleaning methods, and that all safety rules and procedures are followed, including wearing required personal safety equipment, in compliance with safety, environmental, and quality standards.
Oversees the preparation of equipment at the reception/staging area prior to cleaning, including inspecting all equipment prior to cleaning to ensure they are free from contraband such as weapons, ammunition, and classified material, and immediately notifying the Government via email if equipment is not free of contraband.
Supervises laborers in conducting thorough initial inspections to identify dirt, debris, or pests and disassembling equipment as needed to access hard-to-reach areas.
Ensures cargo and equipment is properly prepared for entry into the cleaning area, including preparing accurate documentation, and maintaining proper records.
Oversees laborers performing pathogen sanitization tasks on vehicles, trailers, semi-trailers, and containers in compliance with Partner Nation regulations, U.S. entry or export requirements, and SOFA regulations.
Directs proper cleaning methods on vehicles prior to sanitization, including undersides, wheels, wheel arches, stowage boxes, cabs, and cargo beds.
Supervises the use of approved disinfectants or methods, manages the cleaning and disinfection of containers, and coordinates the sanitization of concrete areas for pathogen control.
All sanitization activities are performed efficiently and in all weather conditions prior to vehicles and cargo is cleared for entry to the Sterile/Handoff Area).
Performs cleaning and sanitization re-inspection activities, verifying that all contaminants, including soil, pests, and pathogens, have been effectively removed, in compliance with USDA, Department of Defense, and Partner Nation regulations.
Maintains accurate records of cleaning and sanitization activities, supervises the use of approved disinfectants and cleaning methods, and ensures all equipment and areas are prepared for safe transport and redeployment without risk of contamination.
Prevents the introduction of agricultural pests and guarantees that military equipment is safe for transport and operational use in various environments.
Perform other duties as assigned.
Basic Qualifications (Required Education, Experience, Skills, and Certifications)
Requires a Bachelor’s Degree and at least 3 years of experience. A High School Diploma or equivalent and 6 years of related experience may be considered in lieu of a degree.
Must have at least 3 years or directly related experience.
Requires at least 1 year of leadership/supervisory/management experience.
Must have proven experience as a foreman or supervisor in agricultural projects.
Requires a valid passport with at least 12 months of validity and 6 blank pages.
Preferred Qualifications (Preferred Education, Experience, Skills, and Certifications)
Familiarity with agricultural practices and procedures.
