This position is located in the Budget Section within the Office of Management and Finance, which is responsible for all functions related to budget development, expenditure control and monitoring, financial analysis, reconciliation and reporting, grants and interagency project accounting, operating cash management, and program financial structure management. VACANCY INFORMATION: This position may be filled as a: + Probational Appointment + Promotion (open to all statewide classified and agency wide permanent status employees) The amount of premium will be based on the years of service with LDWF/OMF/Fiscal as follows: + Less than 2 years $1.00 per hour + 2 years but less than 4 years $1.50 + 4 years or more $2.00 per hour Current permanent status classified state employees may be required to accept a Probational appointment if selected. This position is responsible for the performance of duties related to disaster project accounting, expenditure review and monitoring, financial analysis reporting, and interagency and other billings for the Department. Performance of the work assigned to this position requires knowledge of: + Statutes governing the uses of statutorily dedicated funds; + Federal circulars A-87, A-102, A-133, and 2 CFR 200. + GASB 87 + The Department’s organizational structure and policies; + State budget and appropriation processes; + Computer software (Microsoft Word and Excel); + Statewide financial and human resource systems – LaGov ECC, LaGov HR-SAP, Bank of America Works, + FEMA Grants Portal, and GOHSEP’s LaPa.com; + Adhoc reporting using Business Objects. This position works closely with budget and NRDA program personnel, FEMA, GOHSEP and CPRA representatives. There is also frequent contact with state and private auditors, and the LA State Office of Facility Planning and Control. The Department of Wildlife and Fisheries has an average operating budget of $ 170 million and an authorized full-time employee head count of 776. The capital outlay budget averages $152 million annually. Department funding sources include: + Interagency transfers from Department of Natural Resources, Coastal Protection and Restoration (CPRA), Department of Transportation and Development, and the Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP), providing funding of $31 million annually for approximately 25 projects. + Federal (more than 80 active grants totaling over $40 million annually); and + Statutory dedication funds within State Treasury.
