ACCOUNTANT
Military Sealift Command
Summary You will serve as an ACCOUNTANT in the Comptroller Directorate (N8), Accounting and Accounting Systems Division (N82), Accounting Branch (N821) Re Section (N82) of MILITARY SEALIFT COMMAND. Responsibilities You will conduct research, identify, and analyzes accounts receivables and performs GL/Subsidiary ledger reconciliations and identifies the needs for process changes and/or restatements of account balances. You will analyze transactional data existing in the sub-ledgers and the GL for abnormalities and/or inconsistencies. You will assist managers and staff officials in making necessary changes and in solving complex problems with respect to the documents at hand and to accounting balances. You will ensure the accuracy of all billings and ensure that all account balances are fully supported by sufficient evidential matter. You will under close supervision and guidance until the target full performance position. You will gradually assume duties and responsibilities and receives on the job and/or formal training. You will be noncompetitively promoted to the next grade base on satisfactory performance, supervision certification and meeting qualification requirements. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the next lower grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: GS-11: Experience to lead and to establish and maintain effective working relationships, with management officials, requiring the exercise of tact, ingenuity and resourcefulness to perform related assignments of the position. Experience to make oral and written presentations in a clear and concise manner, to perform the related assignments of the position. Experience with training that can provide the basis for broad based financial/accounting advice in accordance with changing situational circumstances, to perform the related assignments of the position. Experience with financial management regulations, policies, procedures, programs and practical operations within Military Sealift Command, to perform the assignments of the position. Experience with working capital fund policies, practices, and needs of a program management organization. GS-09: Experience to establish and maintain effective working relationships, with management officials, requiring the exercise of tact, ingenuity and resourcefulness to perform related assignments of the position. Experience to make oral and written presentations in a clear and concise manner, to perform the related assignments of the position. Education Basic Education Requirement: Successful completion of a degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
