Summary You will serve as an Accountant in the General Ledger Branch of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project. The NT-02 pay band encompasses positions equivalent to GS 5 through GS-11. The NT-03 pay band encompasses positions equivalent to GS-12 through GS-14. This position has a control point equivalent to the GS-12 step 10 level. Responsibilities You will initiate action to correct deficiencies in accounting policies, procedures, and methods of operations. You will trace accounting system errors to their origin to coordinate corrections. You will devise corrective actions to resolve accounting issues (e.g., unmatched disbursements, negative unliquidated obligations, aged commitments). Requirements Conditions of Employment Qualifications NT-03: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 to GS-11 or NT-2 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Proficient knowledge of accounting policies, precedents, procedures, regulations, and financial management systems to provide solutions to accounting discrepancies; 2) Monitoring financial management information indicators to assess the operational health and audit readiness; 3) Developing and monitoring internal controls for major segments of accounting operations. NT-02: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-1 to GS-4 or NT-1 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing and maintaining accurate spreadsheets to track, analyze and report status of funds; 2) Applying fiscal law, regulations, and local policies and procedures when advising stakeholders on issues related to financial transactions and recommending solutions; and 3) Preparing compliant Desk Guides and updating Standing Operating Procedures (SOPs). Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess: A: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") or B: Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
