The Department of Unemployment Assistance (DUA) administers the Unemployment Insurance (UI) program which provides temporary income assistance to Massachusetts workers who are unemployed through no fault of their own and who are able to work, available for work and looking for a job.
Reporting to the Director of Revenue, the Accountant V oversees, administers, and conducts the work of the Benefit Payments Unit toensure the integrity of the Revenue Department’s benefit payment financial activity. This unit works alongside the DUA Revenue and Benefits departments and EOLWD/DUA Finance. Performs reconciliation to validate total benefit payments issued by program and overpayment recoveries against bank activity; Oversees billing and reconciliation of combined wage, federal and military claims; Performs validation of Revenue’s financial data for the Quarterly and Fiscal Year GAAP Package and ACFR and other requests as needed; In partnership with other Revenue staff and EOLWD/DUA finance validates federal reports including but not limited to ETA 2112, ETA 204, ETA 5159 and other reports as needed.
The Accountant works with Revenue management to implement EMT enhancements, new Revenue programs and legislative mandates in accordance with Federal and State statutory and operational requirements; Tests and or/validates the accuracy of EMT enhancements affecting revenue activities. Evaluates and documents unit process and procedures for development of staff training materials and retention of institutional knowledge. Must have the ability to operate various PC based window applications to compile and analyze data to evaluate the efficiency of the department. Must be able to develop and implement standards to be used in program monitoring and evaluation; identify problems in all aspects of processes, make process improvement recommendations, document improvements, implement improvements, provide technical assistance to customers and agency staff, and respond to customer inquiries and resolve complaints and perform other duties as assigned including special projects.
The incumbent will coordinate and monitor activities, provide technical assistance and conduct on-the job training sessions concerning DUA Revenue functions and objectives. Incumbent is expected to complete performance evaluations (EPRSs) of subordinates in a timely fashion. To ensure staff are meeting performance standards, it's essential to conduct periodic reviews of their performance and promptly address any issues identified. The incumbent must be able to prioritize tasks accordingly and manage time effectively while adhering to strict deadlines that must be acted upon with a sense of urgency. Must be able to explain and interpret relevant law, regulation and policy to provide appropriate guidance to program staff.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five years of full-time, or equivalent part-time, professional experience in accounting or auditing, of with at least (B) three years must have been in a supervisory, administrative or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.
II. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.
III. A Graduate degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
