Ensures enforcement of state and federal policies and procedures to ensure compliance with Generally Accepted Accounting Principles (GAAP). Monitors grant expenditures and revenues for federal reporting and assist in the federal drawdown of funds. Provides support pertaining to the creation and submission of the Wyoming Department of Health (WDH) Schedule of Federal Awards (SEFA). This position is also responsible for the processing of procurement contracts and associated encumbrances. Human Resource Contact: wdhrecruit@wyo.gov ESSENTIAL FUNCTIONS:The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level. + Monitor grant sub-recipients, analyze expenditures and revenues for federal reporting, and assist in federal drawdown of funds. + Provide support pertaining to the creation and submission of the Wyoming Department of Health (WDH) Schedule of Expenditures for Federal Awards (SEFA). + Prepare fiscal reports for grant expenditures and subsequent requests for federal reimbursement of federal grant funds utilizing the various payment systems of the federal agencies. Reconcile the grant fiscal expenditures with the federal revenue received as reimbursement for state funds expended. + Process travel expense vouchers for the Agency. + Run a daily WOLFS interface of payment vouchers from the Agency’s internal payment system. + Run daily deposit reports and prepare deposit documents for incoming revenue. + Submit BEA documents for approval. Log contracts out of the Cobblestone system and create all RQN or RQS documents as applicable per procurement requirements. + Log and track all incoming vouchers for the Agency. + Assist with FFATA reporting of federal grants. Qualifications PREFERENCES: Preference will be given to candidates with working knowledge in the Wyoming Online Financial System (WOLFS) and the Cobblestone System. KNOWLEDGE: + Must be familiar with Governmental Accounting, GAAP, GASB, and governmental budget process. + Knowledge and skills in fund accounting including auditing practices, knowledge of State and Federal laws, rules, regulations, statutes, and knowledge of grant management. + Strong computer skills in Microsoft Excel, Access, and Word. + Skill in financial review and development of periodic reports, excellent oral, written, and interpersonal communication skills, and ability to learn new skills and adapt to changing circumstances. + Knowledge of the state accounting (WOLFS) system. + Ability to gather data and review analytically to answer questions and resolve problems, ability to handle several projects or tasks at once and meet deadlines; attention to details; organize and follow a task through to completion with little supervision. MINIMUM QUALIFICATIONS: Education: Bachelor's Degree (typically in Finance) Experience: 0-3 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accountant OR Education & Experience Substitution: 4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accountant Certificates, Licenses, Registrations: None Necessary Special Requirements PHYSICAL WORKING CONDITIONS: + The employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc. NOTES: + FLSA: Exempt + The Wyoming Department of Health is an E-Verify (http://www.e-verify.gov/) employer.
