The Public Employees Retirement Association (PERA) administers and promotes sustainable retirement plans and provides services our members value.
We administer three cost-sharing, multiple-employer defined benefit plans; one agent, multiple-employer plan; and a defined contribution plan. These programs are tax-qualified retirement plans under Section 401(a) of the Internal Revenue Code.
PERA serves almost 500,000 current and former public employees from 2,100 governmental agencies. We pay monthly benefits to more than 135,000 retirees, members who are disabled, and survivors of deceased members. Our 185,000 active members include social workers, firefighters, snowplow drivers, nurses, jailers, attorneys, paraprofessionals, and police officers. They work in our parks, cities, counties, and schools across the state. The services they provide and the work they do make our communities better.
While PERA receives some State aid, expenses such as benefits, payroll, and other administrative costs are funded by investment earnings and employer and employee contributions.
T This position is responsible for managing daily financial operations and supervising staff that perform those activities. This position will oversee:
+ Banking and cash management.
+ Accounts receivable and cash receipts.
+ Accounts payable and vendor payments.
+ Administrative budget preparation.
+ Financial activity recorded in various accounting systems.
As delegated, this position will engage with the management team to evaluate, define, plan, and implement initiatives and best practices to improve financial management.
This position will primarily be telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) ; however, this position is required to be in-person once each week and as needed. PERA’s office is located in St. Paul, MN.
Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.
**Minimum Qualifications**
+ Four (4) years of advanced, professional-level accounting or financial management experience with at least two (2) years of demonstrated leadership experience acquired through managerial, supervisory, project management, or lead work positions
+ A bachelor’s degree in accounting or finance may substitute for one (1) year of of advanced, professional-level accounting or financial management experience or lead work positions
In addition, professional-level experience and education **_must clearly demonstrate_** the following:
+ Advanced knowledge of accounting theory, generally-accepted accounting principles (GAAP), and financial reporting
+ Knowledge of internal control frameworks and best practices sufficient to conduct risk assessments and revise procedures to minimize risks
+ Supervisory or lead work experience demonstrating the ability to direct work, manage conflict, hold employees accountable, support growth development, and train and motivate staff to perform jobs effectively
+ Advanced analytical and problem solving skills and attention to detail
+ Advanced ability to exercise sound judgment and apply legal and regulatory requirements in making decisions
+ Communication skills sufficient to communicate complex financial information, policies, procedures, and standards effectively and maintain effective working relationships with agency staff
+ Advanced proficiency with Microsoft Office applications (Excel, Word) sufficient to analyze financial data and create reports in plain language
**Preferred Qualifications**
+ Knowledge of government accounting activities, including the application of governmental accounting standards
+ Experience with budgeting
+ Working knowledge of Minnesota laws, rules, regulations, policies, and procedures related to financial management, governmental accounting, and plan governance
+ Knowledge of public pension retirement plan design, function, and administration
+ Knowledge of actuarial principles, methods, and assumptions
+ Advanced knowledge of large accounting and general ledger system(s) such as the State’s accounting system SWIFT, Microsoft Dynamics Great Plains, or other similar systems
+ Bachelor or master's degree with a major in accounting or finance
**Physical Requirements**
This position requires occasionally lifting and/or carrying items such as file folders, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of movement is often necessary to perform job duties.
