Job Description The Accounting Manager for the City of Boca Raton is responsible for overseeing daily accounting functions, supervising accountants, payroll and assistants, and ensuring the timely preparation and distribution of monthly financial statements. This role involves significant coordination of the annual financial audit with external auditors and the preparation of comprehensive financial reports, including the Annual Comprehensive Financial Report and Financial Advisory Board report. The position requires analyzing financial data, reviewing bank reconciliations and general ledger entries, and coordinating the preparation of the annual cost allocation for the City's general services. Additionally, the Accounting Manager is tasked with updating state databases, reviewing fixed asset entries, and may assist in divisional budget preparation. This role demands a high degree of professional work involving complex accounting tasks and the exercise of initiative and independent judgment in organizing and reviewing financial transaction records. Essential Functions + Supervise accounting, payroll, and accounts payable staff. + Responsible for the timely preparation, analysis, and distribution of monthly financial statements to the City's department and division heads. + Coordinate the annual financial audit with external auditors. + Significant responsibility in the coordination of the preparation of the Annual Comprehensive Financial Report, Financial Advisory Board report, and other state required filings of the City's financial status. + Prepare detailed and complex schedules, charts and supporting data for the City's comprehensive annual audit, as well as State annual financial reports, budgeting, Financial Advisory Board, and year-end closing. + Review bank and other Balance Sheet reconciliations prepared by accounting staff. + Review various General Ledger entries prepared by accounting staff + Assist in the preparation and implementation of departmental policies and programs. + Analyze financial data including revenue trends, expenditures, and water and sewer utilization. + Update the State address database biannually for Communication Service Taxes. + May assist in the department's annual budget preparation. + Prepares budget for accounting division. Knowledge, Skills and Abilities Knowledge of: + Knowledge of the theory, principles, methods, and practices of accounting. + Knowledge of the laws, ordinances, and regulations governing municipal financial matters including accounting and reporting. + Knowledge of modern office methods, practices, and equipment; ability to prepare, analyze, and evaluate financial systems. + Knowledge of Oracle Fusion Financials and Procurement or similar software required. + Knowledge of CIS/Utility Billing or similar preferred. + Knowledge of Oracle Fusion Project Portfolio Management and Human Capital Management or similar software preferred. Skilled in: + Skilled in utilizing Oracle Fusion Cloud for financial operations, including generating reports, performing data analysis, and managing financial transactions (e.g., journal entries, AP, payroll). + Skilled in supervising and mentoring accounting staff, including accounts payable staff, accountants, and payroll personnel, ensuring their work aligns with departmental objectives and standards. + Ability to make timely, well-informed decisions to resolve accounting challenges, improve efficiencies, and maintain compliance with regulations. + Skilled in facilitating cross-departmental collaboration to ensure proper financial practices and timely resolution of financial issues. Ability to: + Ability to review, analyze, and interpret fiscal records and to prepare accurate financial statements. + Ability to effectively supervise, lead, and motivate a diverse team of accounting professionals, ensuring high levels of productivity and accountability. Willingness to continue professional development through training, workshops, or certifications related to accounting, payroll, or ERP systems. + Ability to express technical ideas effectively, both orally and in writing. + Ability to operate a computer and have advanced Excel spreadsheet software skills. Minimum and Preferred Qualifications MINIMUM AND PREFERRED QUALIFICATIONS: + Bachelor's degree in accounting, finance, or related field. + Five years of progressively responsible accounting experience and six (6) months of supervisory/managerial, technical, and planning skills required. PREFERRED QUALIFICATIONS + Experience in Government accounting preferred. + CPA /MBA/CGFO preferred. Additional experience is accepted as a minimum requirement in lieu of the postsecondary degree on the following basis: additional four (4) years in lieu of the bachelor’s degree, and additional two (2) years in lieu of an associate degree. BENEFITS SUMMARY Full-Time Non-Bargaining Employees ANNUAL LEAVE: Shall accrue prior to an employee attaining permanent status in the classified service, and may be used after six (6) months of employment at the sole discretion of the Department Head, but it shall not be paid out upon resignation or termination unless the employee has attained permanent status (one full year). The maximum accrual is 360 hours. SICK LEAVE: 8 hours per month. Any hours in excess of 960 will be paid off annually at 50%. Upon retirement, employees with a minimum of 5 years continuous service will receive 50% of sick leave balance. The Defined Contribution Retirement Plan will not require a mandatory contribution. The City will contribute seven (7%) percent of the annual base wages annually. The vesting period for this plan shall be one (1) year from date of hire in the classified service, which coincides with your one-year probationary period. + An option to enroll in a Defined Benefit Retirement Plan option is available. There is a ten (10) year vesting period with a multiplier of 2.00% at normal retirement and a mandatory seven and three-quarters (7.75%) percent employee contribution. + The two (2) options will be fully explained prior to an irrevocable selection. Optional: 457 Deferred Compensation Savings Plan is available. HOLIDAYS: 15 per year: 12 recognized holidays and 3 floating days which are allocated for the fiscal year beginning October 1, to all 8 hour per day employees. Employees hired between October 1 and March 31 shall receive 3 floating holidays. Employees hired between April 1 and September 30 shall receive 1.5 floating holidays. Floating holidays must be used within the fiscal year. Non-task employees working 10-hour days receive 10, 10-hour paid holidays but do not receive floating holidays. FUNERAL LEAVE: Up to 3 workdays - In State; Up to 5 workdays - Out of State TUITION REIMBURSEMENT: Full-time employees are eligible for tuition reimbursement as outlined in the City’s Tuition Reimbursement Policy which is available in Human Resources and subject to the availability of departmental funds. MILITARY LEAVE: Members in military reserve units who attend annual training are entitled to paid leave not to exceed 30 days each calendar year. EAP: Employees, spouses, and eligible dependents have access to five (5) face-to-face sessions with a counselor through Cigna's Employee Assistance Program (EAP). Services include assistance with legal, financial, parenting, elder care, pet care, and identity theft.
