Accounting Specialist - Naval Medical Center Portsmouth

PCSI is hiring an Accounting Specialist at Naval Medical Center Portsmouth! This role supports the accounting needs of this government contract by preparing, maintaining, and reviewing financial data for the contract. The Accounting Specialist is responsible for customer invoicing, issuing purchase orders, transmitting payments to Corporate Accounts Payable, and maintaining all contract administration financial reports. Experience with accounting processes on a government contract, or general understanding of FAR / DFAR, is a huge plus for this role.

This role reports to the Contract Administrator and is based in Portsmouth, VA. Typical hours are Monday-Friday, 7:30am-4:00pm.

What You'll Do as Accounting Specialist:

Prepare, update, review and analyze financial data, spreadsheets and reports. Report to the Contract Administrator all matters including financial compliance to contract and immediately report to management when irregularities are noticed. Determine and implement cost accounting procedures and methods. Responsible for the preparation and analysis of all Contract Administration financial reports and audits. Record and maintain vendor records. Responsible for the creation and issuance of Requests for Quotes (RFQ), Purchase Orders, and Amendments. Process invoices for payment within Unanet. Collect, review, and approve all monthly invoicing no later than the 5th day of the following month of services. Responsible for the accurate maintenance and submission of monthly deliverables. Process invoices within Wide Area Work Flow (WAWF) and the creation of service tickets within DFAS. Assist in contract renewals. This is a non-supervisory position.

What You'll Need to Be Successful:

High school diploma or GED required; with some college level courses in math, accounting, or business statistics, and/or 2 years of experience on Government service contracts. Minimum of two (2) years of experience with accounting processes (on a government contract is a plus!) Basic knowledge of Federal Acquisition Regulation (FAR) / Defense Federal Acquisition Regulation (DFAR) preferred. Experience with all Microsoft Office applications with emphasis in Excel.

Knowledge, Skills, and Abilities:

Basic understanding of accounting principles and practices. Ability to follow directions, understand work rules and procedures, and accept constructive criticism. Ability to work independently with minimal supervision. Ability to perform administrative tasks - filing, faxing, scanning, records retention, etc. Ability to gain approval for physical access to secure military base work locations. Restrictions vary from site to site. Ability to operate office equipment such as laptops, computers, photocopiers, fax and scanners.

Other Requirements:

Ability to pass criminal, drug, and driving screening. Possess valid driver’s license and maintain good driving record. Ability to work any time or day of the week, including weekends and holidays. If requires, ability to obtain and maintain security clearance and base access to assigned site(s).
