The successful candidate will perform daily accounting practices to ensure the business needs of the Bureau are met by applying generally accepted accounting principles. This position is responsible for coordinating accounts receivables, staff travel, entering payroll and facilitating travel reimbursements for Temporary Training Specialist 1s, budget forecasting, expense analysis, and assisting with day-to-day operations involving constituent visits, telephone inquiries, and training event support. This position supports the Bureau's mission by performing the following duties: + Actively participates in, monitors, and maintains the daily operations of the Fire Service Training Bureau accounting system and all it's accounts including the audit of transactions (verification of revenue and expenditures) following State of Iowa accounting principles and guidelines (generally accepted accounting principles-GAAP). + Initiates invoices, vouchers, purchase orders, and other financial transactions to ensure payments to accounts receivables, accounts payables, deposits, and any delinquent accounts are current and satisfied in an accurate and timely manner. + Provides day-to-day customer support to internal and external constituents, to include, answering the telephone, assisting walk-in constituents, assisting FSTB program coordinators with at-need training assistance, and providing overall high quality positive customer service. + Prepares monthly and fiscal reports of expenditures and revenue for all FSTB accounts for program planning and budgeting. + Monitors and maintains FSTB contracts, MOUs, maintenance agreements, and other such contracts to ensure quality and timely services are received and maintained. + Processes all FSTB field staff (Training Specialist 1) payroll and travel expenses accurately and in a timely manner. + Processes all FSTB guest training instructor/speaker fees and travel expenses accurately and in a timely manner. + Provides assistance to FSTB staff regarding state contracts and vendors to ensure timely and accurate procurement of goods and services needed to support trainings and other Bureau activities. + Receives and process payments and maintains records for the Iowa Firefighting Equipment Revolving Loan Fund. + Creates special and/or ad-hoc financial reports and operating procedures relative to accounting/finance of the FSTB upon request of the FSTB Bureau Chief. + Performs other duties as assigned. Other Information The successful applicant must pass a thorough background investigation conducted by the Iowa Department of Public Safety. Minimum Qualification Requirements Graduation from high school or G.E.D equivalency and experience equal to five years of accounting work involving compilation, tabulation, examination, verification or recording of financial, statistical or related fiscal program data using elementary bookkeeping principles and practices; OR completion of a post-high school accounting curriculum from an accredited vocational, technical, business or community college, with at least twenty semester hours of accounting coursework; OR an equivalent combination of education and experience, substituting one year of clerical office work for each year of the required education; OR an equivalent combination of education and experience, substituting thirty semester hours of accredited post high school education in Business, Accounting or a closely related curriculum for each year of the required experience; OR employees withcurrentcontinuous service in the state executive branch that includes experience equal to one year of full-time work as an Accounting Technician 2.
