This is a full-time position. SUMMARY: TheHousing Programs Construction Inspectorworks under the general supervision of the Federal Housing Programs Manager. TheHousing Programs Construction Inspectorperforms inspection duties specific to housing financed through the HOME Investment Partnership Program, the National Housing Trust Fund Program, ADFA’s Disaster Recovery Program, the Low-Income Housing Tax Credit Program and all other federally or state funded housing programs. This position monitors the developments of construction including but not limited to review of draw requests and change orders and provide recommendations as to the eligibility of costs under applicable program rules and regulations and closing documentation, appropriateness of cost and effect on financial feasibility of development; monitor construction to ensure the development is progressing as scheduled. Reviews plans and specifications for multi-family housing programs including tax credit developments. Evaluation of all proposed multi-family housing projects including tax credit development site locations. Interact with architects and builders to complete pay forms for disbursement. Included in those duties are to inspect all phases of rehabilitation and new construction housing for structural soundness including heating, ventilating, air conditioning, electrical and conduct preconstruction conferences. Preferred Qualifications College degree in a related field or 8+ years’ experience as a Construction Inspector. General Contractor or Project Manager in the Building Trade. ACI Certification LBP Certification Proficient knowledge of all protection and work zoned safety. Knowledge o experience in housing inspections for compliance and code requirements in all areas of the construction process from beginning a new or rehab construction through closing of all contracts of entire project. Minimum Education and/or Experience The formal education equivalent of a bachelor's degree in finance, business, accounting or a related field; plus, five years of experience in the banking/finance industry. Other job-related education and/or experience may be substituted for all or part of these basic requirements. Position Information Class Code: A040C Grade: GS10 FLSA Status: EXEMPT Salary Range: $56,039.00 - $89,383.00 Summary The Arkansas Development Finance Authority (ADFA) Fiscal Program Manager is responsible for planning, directing, and controlling financial aspects of program activity for the agency, including bond issuance. Additionally, this position coordinates and analyzes information between agency, Department of Finance & Administration, and other state agencies and business partners. This position is governed by state and federal laws and agency/institution policy. Functions Designs internal financial procedures and controls. Provides information and assistance to the Arkansas Development Finance Authority Executive Director and Deputy Directors. Plans and directs activities within the fiscal section. Oversees the maintenance of financial data. Ensures proper recording of bond transactions and federal programs. Performs monthly reviews of financial activities. Coordinates fiscal activities within ADFA and among organizations outside the ADFA. Provides financial analysis to internal and external auditors and ADFA business partners. Provides information to the Department of Finance and Administration and other state agencies. Analyzes financial data on a regular basis. Performs other duties as assigned. Dimensions None Knowledge, Skills and Abilities Proficiency in computerized financial systems and Microsoft Excel. Knowledge of generally accepted accounting principles and government accounting. Knowledge of financial and banking concepts. Understanding of bond finance and debt transactions. Minimum Qualifications Bachelor's degree in finance, business, accounting or a related field; plus five years of experience in the banking finance industry. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
