Summary About the Position: DHA Research & Development (R&D) manages biomedical research and development programs and select Congressional Special Interest programs within the Defense Health Program, including the Congressionally Directed Medical Research Programs (CDMRP). Responsibilities Serve as a Congressionally Directed Medical Research Programs (CDMRP) technical representative and liaison to Medical Research Acquisition Activity (USAMRAA) for all contract requirements for scientific, technical, and administrative services. Advise and assist the Contracting Officer as a Contracting Officer’s Representative (COR) through effective management of service contract cost, schedule and quality of deliverables received. Develop and coordinate requirements documents; perform analysis and market research to provide input into performance work statements, independent government cost/price estimates and evaluation criteria. Monitor contract funding and disbursements, ensure proper allocation of funds and process invoices in a timely manner. Provide reliable contract guidance and solutions to CDMRP technical leads in accordance with acquisition regulation requirements, lead times and mission priorities. Collect, collate, and evaluate contractor performance feedback quarterly and annually in accordance with established quality assurance surveillance plans. Provide support to the CDMRP Chief of Acquisition in contract administrative actions, requests for data and information, and in preparation for external meetings, as requested. Work collaboratively within a team environment including acquisition managers, contract analysts, budget analysts, and scientific staff. Requirements Conditions of Employment Qualifications U.S. Army Medical Research & Development Command (USAMRDC) is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-03 payband is equivalent to the GS- 11 step 1 to GS-12 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system. Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes (1) Evaluating discrepancies or gaps in budget obligations, expenditures, or allocations to recommend corrective action, AND (2) Advising on administering awards and service contracts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Contracting/Procurement Financial Management Analysis Oral Communication Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
