We support customers with Centers of Excellence in Washington DC, Huntsville, AL and Burlington, MA with an additional 36 locations across the U.S. Astrion has an exciting opportunity for an Acquisition Program Manager Principal in the Engineering, Professional, and Administrative Support Services contract, supporting the USAF Cryptologic and Cyber Systems Division. JOB DETAILS LOCATION: San Antonio, TX JOB STATUS: Full-time TRAVEL: 5% REQUIRED QUALIFICATIONS / SKILLS US citizen Investigates, analyzes, plans, evaluates, drafts and/or recommends solutions for project/program efforts. Provides expert level issue resolution and recommendation support to achieve desired program outcomes. Applies broad knowledge of organizational missions and programs, such as acquisition management and modernization planning. Applies knowledge of and expertise with acquisition management, program management, budget/finance principles and methodologies, modernization planning, and the Planning, Programming, Budgeting, and Executing (PPBE) process. Review initial and revised acquisition documents and provide the enterprise level perspective to ensure consistency and accuracy. Provide comments on acquisition documentation that add value from an enterprise perspective and facilitate an integrated, system-of-systems approach across the division. Minimum Education/Experience Requirements Master’s degree and 15 years of general work experience, 10 years of which must be in acquisition program management. Top Secret clearance with SCI eligibility DESIRED QUALIFICATIONS / SKILLS Extensive experience in technical program management within the DoD, Joint, COCOM and US Cyber Command environments. Strong understanding of AWS GovCloud technologies, Big Data platforms, and integration across multiple classification hosting strategies. Proven expertise in Agile methodologies, specifically SAFe, with experience mentoring and coaching teams. Demonstrated ability to develop and present high-level programmatic documentation to executive senior leaders. Experience in acquisition with Software Acquisition Pathway and contract management, including reviewing vendor deliverables and cost estimates. Exceptional leadership, communication, and coordination skills, with the ability to manage multiple high-priority initiatives. RESPONSIBILITIES Technical Expertise & Advisory: Serve as a subject matter expert, providing technical and acquisition guidance to the Program Lead Engineer for US Cyber Command initiatives. Support Joint Cyber requirements by evaluating emerging technologies and ensuring mission alignment. Cloud & Big Data Platform Guidance: Offer expertise in AWS GovCloud and Big Data Platform hosting, facilitating the deployment of joint applications and ensuring adherence to best practices, tools, and techniques. Capability Roadmap Development: Provide recommendations for Joint Cyber Warfighting Architecture (JCWA) Program Increment Planning, shaping Capability Roadmaps that enhance Joint Cyber Offensive, Defensive, and DoDIN (Department of Defense Information Network) operational and development value streams. Agile & SAFe Leadership: Directly support government program managers and engineers in Agile software development methodologies, with an emphasis on the Scaled Agile Framework (SAFe). Ensure teams adopt best practices to optimize program efficiency and delivery. Strategic Program Management, & Financial Reporting: Develop critical Program Management Review documentation for presentation to Congressional stakeholders, Joint Staff, US Cyber Command leadership, and Air Force Life Cycle Management Center (AFLMC) executives. Communicate complex technical and programmatic updates effectively to senior leaders. Contract & Acquisition Oversight: Lead the preparation and review of key contracting documents, including Program Work Orders, Statements of Work, Instructions to Offerors, and Independent Government Cost Estimates. Ensure compliance with acquisition policies and validate vendor deliverables, including CDRLs (Contract Data Requirements Lists), software design documentation, sprint reviews, release notes, and meeting materials. Leadership & Coordination: Serve as the technical lead supporting front office operations, providing leadership recommendations on senior-level taskings. Coordinate responses to high-visibility initiatives, ensuring alignment with strategic objectives.
