ACQUISITION PROGRAM MANAGEMENT SPECIALIST

The primary purpose of this position Acquisition Program Management Specialist, NH-1101-03, is to serve as an acquisition program manager responsible for developing, establishing, implementing and controlling contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist. Responsibilities -Develop, implement, and control contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist. -Plan, organize, direct, and coordinate activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics. -Review and provide direction on the progress of contractors in meeting program objectives. -Represent the organization at executive levels within the Government and to contractor/industry representatives. -Prepare, present, defend, and interpret staff studies to the Program Director and /or other management officials. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, at the next lower grade NH-02, or GS-11 equivalent in other pay system. Specialized experience is described as the ability to manage contracts, financial and technical aspects of a program throughout the acquisition cycle. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of laws, principles, policies, and practices of systems acquisition and program management. 2. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. 3. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process. 4. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit. 5. Ability to plan, organize, lead, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Additional Information Recruitment without PCS costs are limited to only local commuting area for USAFE. This is an acquisition demonstration project position, NH-1101-03, equivalent to the GS-12 to GS-13, WITH A TYPICAL SALARY RANGE OF $75,706.00 to $117,034.00.
