**Description** Supervise and manage the fleet services programs for BI USA field based and executive employees of over 3,000-leased vehicles. Responsible for over $35MM of annual expenses. Negotiate and manage vendor and automobile manufacturer relationships including Fleet leasing company, accident services, vehicle transportation, and automobile manufacturers. Continuous modification, communication, and enforcement of Fleet policy and procedures to ensure compliance by all drivers. Analyze data, prepare reports, and monitor key performance indicators to improve financial and operational results such as total cost of ownership (TCO), short cycling, reassignment and resale, repair approvals/denials, warranty coverage and chronic vehicle maintenance issues. Regular focus on process improvement and implementing evolving new service opportunities while ensuring driver productivity and efficiency is essential. (https://www.boehringer-ingelheim.com/us/careers/benefits-rewards) **Duties & Responsibilities** Independently schedule annual meetings with automobile manufacturers to review new vehicle model year updates and changes. Collaborate with Strategic Sourcing partners and Fleet Management (FMC) vendor to negotiate new rebates and programs. Utilize Total Cost of Ownership (TCO) strategy to create new model year vehicle recommendations. Submit proposals to Senior Leadership and Sourcing for review and agreement. Implement bi-annual ordering and replacement of inventory based on final financial outcomes and approvals with Leadership and Sourcing. Ensure leasing partner maintains accurate matrix of vehicle levels based on driver titles/levels. Perform vendor bids and negotiations based on company requirements and due diligence. Independently manage and administer Executive vehicle program for all US operating units (300+/- drivers). Initiate replacements bi-annually based on Executive Car Policy criteria. Provide VP of Total Rewards with driver list to confirm levels and eligibility. Provide guidance and consulting services to each driver of vehicle specifications, preliminary pricing and confirm final out of pocket costs if applicable. Enforce Executive Car policy to ensure compliance. Create and submit approved orders to FMC using FleetView ordering system or out of stock purchase process. Invoice drivers directly for driver paid options and collect personal check payments for deposit back into cost center and leased vehicle GL account. Manage and lead relationships with key vendor partners including FMC, accident services, vehicle transport, remarketing/employee sales and automobile manufacturing vendors. Initiate regular meetings to ensure services and systems are running efficiently and effectively. Independently manage performance of additional services including, online vehicle employee purchase program, short term rentals for rotation, interns or extended business trip candidates. Manage and monitor annual Driver Tax Compliance program and communicate driver requirements and deadlines. Provide Payroll with year-end tax information for inclusion in W-2 Forms. Oversee annual driver motor vehicle history record checks to ensure driver compliance and protect company from liability exposure. Participate in vendor beta testing and user feedback sessions when necessary to provide user input, improve system efficiencies and increase customer satisfaction. Review chronic vehicle maintenance problems on case by case basis with and present to leasing company and automobile manufacturers for evaluation when required. Independently pursue and negotiate further reimbursements or potential buy-backs if not resolved. **Requirements** + Bachelors Degree from an accredited institution required. + Individual should possess ten-plus (10+) years of vendor relationship experience. + Fleet services experience a plus. + Minimum of five (5) years of management experience. + Four to six (4-6) years of experience leading projects. + Highly specialized and detail-orientated position. + Strong negotiation and problem solving skills. + Excellent planning, organizing and decision making capabilities. + Must be comfortable working independently with strong written communication and inter-personal skills. + Knowledge of basic vehicle engineering and technology a plus. + Ability to evaluate and make decisive decisions affecting overall operating costs. Eligibility Requirements + Must be legally authorized to work in the United States without restriction. + Must be willing to take a drug test and post-offer physical (if required). + Must be 18 years of age or older. **Additional Skills, Experience and Abilities** Serve as lead internal content expert to HRBP’s, Leadership, Legal, Treasury, EHS, OHS, and other internal customers on various driver matters such as terminations, adverse motor vehicle incidents and driver histories, DWI/DUI incidents, questionable fuel activity, ergonomic requests, vehicle title and leveling and accident claims, while maintaining a high level of confidentiality. Possesses the ability to provide competitive or industry benchmark information on Fleet trends to influence and reinforce policy and procedure documentation, ensure compliance and maintain driver safety and satisfaction. Actively monitor payment of monthly billing invoices from FMC, accident services vendor, including interim rental cars and motor vehicle record checks (MVR). Ensure cost centers and sales hierarchy structure, as well as Executive cost centers are updated and maintained during sales force realignments and transfers. Provide monthly leased vehicle expenses including fuel expenditures to PM Controller exceeding $35MM annually. Maintain, improve and communicate Fleet industry knowledge and standards to continuously improve customer service, increase driver productivity and ensure compliance across all OPU's. Actively participate and volunteer on boards to support Fleet organizations. Participate on vendor and manufacturer advisory and sounding boards to improve customer service and increase knowledge of emerging trends and services.
