Adjudication Section Lead
The Adjudication Section Lead provides proactive management in identifying and anticipating problems and communicating issues to upper leadership prior to any adverse impact. The Section Lead must possess the expertise to analyze data and metrics for early indication of problems within their team in the adjudication of cases and take appropriate actions to resolve problems and manage caseload. It is imperative that each section lead communicate technical direction to the staff in an effective and timely manner. The Adjudication Section Lead position provides the expertise to perform a complex and wide range of administrative and support functions necessary to support the Department of Energy (DOE) National Nuclear Security Administration (NNSA) Office of Personnel and Facility Clearances (OPFC). The Section Lead provides expertise to review and analyze investigative reports in order to be able to correctly identify and evaluate derogatory and mitigating information and make a recommendation regarding an individual’s eligibility or continued eligibility for a Department of Energy (DOE) access authorization. The Section Lead is responsible for the quality assurance of all actions going to the Office of Personnel and Facility Clearances (OPFC) federal staff from the section’s team. The Section Lead reviews all relevant information and actions documented in a personnel security file (PSF), not just spot checking but is required to conduct a thorough review of the PSF and all relevant information pertaining to the action. A review may warrant an entire PSF review, including case evaluation sheets and any other documents relevant to the current adjudicative action. Responsibilities Attend and complete professional development training as it relates to Personnel Security proficiency. Directs section team members and adjudicative activities daily meeting federally mandated timelines and performance standards for final work products. Assures completeness of investigative coverage; identifies and analyzes derogatory and mitigating information, prepares detailed written case histories and case evaluations and analysis of all available information, and makes written determinations and recommends further action and processing. All written products must be professionally prepared, and technically and grammatically correct. Participate in the development and review of the Adjudication Analyst training plans; to include communicating expectations, expected proficiency and completion dates for all training. Provide on-the-job training to all Adjudicative Analysts assigned to respective team. Must be able to conduct in-depth personnel security interviews (PSIs) in accordance with DOE directives, policies and procedures; prepare interview summaries and recommend appropriate security action. PSIs require verbatim/accurate records and must be suitable for use in future formal hearings and court proceedings. Frequent travel is necessary to conduct PSIs and perform other personnel security program support, as required. Prepare and reconcile weekly, monthly and quarterly reports as required. Prepare correspondence related to any subsequent security action, such as psychiatric evaluations, clearance suspensions, and administrative reviews to include preparation of the Summary of Security Concern (SSC); and testify before an Administrative Judge during Administrative Review hearings when deemed appropriate by OPFC Management. Ensures that SSCs prepared by the sections team members for Administrative Review are correct, complete, meet timelines and are in full compliance with all laws and DOE Orders, policy and guidelines. Plans and assigns work to personnel security specialists and sets priorities. Provides mentoring when needed and completes team member performance appraisals. Maintains a work plan that project completion dates of assigned work and prepares corrective action plans as necessary. Ensures team members Unanet time sheets are filled in daily and all required information is entered correctly before approving. Ability to participate in security inspections of DOE/NNSA Field Offices and contractors as a subject matter expert in personnel security to assure compliance with personnel security regulations and prepares written reports and oral/visual presentations to DOE/NNSA management regarding inspection results and recommendations. All other duties as assigned. Qualifications Bachelor’s degree from an accredited university or five years of experience in analyzing data derived from multiple reference points for a DOE Personnel Security Program. Working knowledge of the DOE Personnel Security Program, DOE Order 472.2, Personnel Security, Title 10 Code of Federal Regulations, Part 710 (10 CFR 710) and Atomic Energy Act of 1954, Energy Reorganization Act of 1974, the Privacy Act, and other related Federal statutes and executive orders affecting personnel security programs. Completed the professional development training as it relates to Personnel Security proficiency at the DOE National Training Center. Demonstrated experience analyzing data to be used in writing clear and concise adjudication recommendations. Excellent technical writing skills, including producing easily understandable, concise reports without technical errors that are also grammatically correct and maintain the 95% accuracy rate for all work products. Possess comprehensive knowledge of theories, techniques, and practices in the field of personnel security and be able to effectively apply such principles and techniques to a wide variety of problems and situations, and sufficient knowledge to evaluate substantial derogatory personnel security cases. Knowledge of the principles of criminal law, political science, psychiatric, intelligence-gathering processes, investigative procedures, credit reporting, medical and pharmaceutical terminology. Proven verbal and presentation skills at the professional level and demonstrated intermediate knowledge of Microsoft applications (Word, Excel, Access and Outlook). Demonstrated experience complying with federal requirements and performance of contract work and deliverables. Active DOE Q clearance or ability to obtain a DOE Q clearance.
