About the Position: This position is with the 401st Army Field Support located in Camp Arifjan, Kuwait. This position will be filled as Term NTE 13 months with the possibility of extensions. This position is unaccompanied in support of Operation Spartan Shield. This is an Emergency Essential position Responsibilities Performs civilian and military personnel management functions for recruitment, classification, management and employee relations. Analyzes and coordinates personnel requirements with management officials for actions within the battalion; consolidates data and prepares reports. Makes recommendations to management on sensitive actions/issues that may adversely affect personnel. Interprets regulations, directives, and policies to advise, assist and instruct staff on matters within the scope of assigned responsibilities. Assists supervisors with individual development plans (IDPs), Department of Defense (DoD) Performance Management and Appraisal Program (DPMAP), strength management, and manpower management. Coordinates in and out-processing, internal control review, personnel accountability, position description assessments and personnel professional development. Researches, develops, and provides documentation from files, organizational charts, mission and functions statements, and manpower documents. Requirements Conditions of Employment Qualifications This is an unaccompanied tour in support of Operation Spartan Shield. Appointment is Term NTE 13 Months - Position may be filled as a term appointment NTE 13 Months. Term appointments may be extended up to six (6) years. Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a temporary or term appointment with no statutory return rights back to a permanent position. When a current Army employee applies to a JOA opened for a temporary or term appointment, the action will be a conversion to a temporary or term appointment. Current Department of Army Civilian Employees Applying on Time-Limited Assignments In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: Your resume must reflect one year of specialized experience which includes: 1) Participating in providing support/oversight for civilian and military personnel functions (eg., classification, recruitment, benefits, professional development, orders); 2) Gathering facts, information and data to identify human resources solutions (eg., new recruitment strategies); and 3) Conducting studies to determine trends and areas for process improvement in human resources functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS- 11). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Organizational Awareness Personnel and Human Resources Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). If you are a current, Federal employee, you must include your pay plan, series and grade in your work experience(s) on your resume submission and/or upload supporting documentation (within-grade increase SF50) to show that you meet time-in-grade requirement. In addition, if your step reflects, '00' you must include your current salary for each position. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Direct deposit of pay is required. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area. Employees who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250. This is a CP 10 Civilian Human Resources Career Field position. The initial length of this overseas tour is 13 months. Defense National Relocation Program will not be authorized.
