Minimum Qualifications MINIMUM QUALIFICATIONS: Five years of experience or training in clerical work. EXPERIENCE SUBSTITUTION: Every 15 semester hours earned from an accredited college or university will be credited as six months of experience. The maximum substitution allowed is 120 hours, which substitutes for a maximum of four years of experience. Job Concepts Function of Work: To serve as the confidential executive assistant to the unclassified Secretary, Deputy Secretary, Undersecretary, Assistant Secretary or equivalent high-level classified/unclassified executive of a state department. Employees perform duties independently and exercise a high degree of independent judgment and initiative in determining the approach/action to take in non-routine situations. Level of Work: Advanced. Supervision Received: General from a high-level classified/unclassified executive. Supervision Exercised: May supervise 1-2 lower-level personnel. Location of Work: May be used by all state agencies. Job Distinctions: Differs from Administrative Assistant 5 by the presence of serving as the confidential executive assistant to the unclassified Secretary, Deputy Secretary, Undersecretary, Assistant Secretary, or equivalent high-level classified/unclassified executive of a state department. Examples of Work Serves as administrative assistant to the LDH Secretary, responding to the needs of all executive staff to include but not limited to the Chief of Staff, Confidential Assistant, Deputy Secretary and Undersecretary. Performs a wide variety of administrative matters as assigned/delegated; maintain files and data base related to correspondence, mail, property, telephone calls, and purchasing of supplies and equipment; arranges travel and schedule conferences and meetings for the Secretary. Manages a multi-telephone system, which includes answering the main line for the department, research of information necessary to refer a caller/visitor in the appropriate manner to the proper person or agency and reports unannounced guests and those requesting appointments. Serves as telecommunication coordinator for OS, which includes but not limited to preparing purchase orders for cell phones, conference phone equipment and MIFI and submit invoices for monthly payments. Manages payroll for OS; serves as procurement coordinator by creating purchase orders, monitoring all vendor payments, and reconciling payable reports each month; serves as the Purchase Card Holder and CBA/travel card holder for Office of the Secretary; Serves as the property and supply coordinator by accurately completing property/inventory forms for tagging, transferring surplus, etc. for all movable property following the established guidelines and deadlines; maintaining the upkeep of central copy/scan machines and fax machines; order supplies as needed. Assist the Secretary by responding to and referring inquiries from the Governor's Office, Legislators, public and appointed officials, special interest groups, general public and LDH staff members as necessary; tracks and responds to incoming correspondence of behalf of the Secretary and Executive Team and does the necessary research to appropriately respond.
