Responsibilities NONAPPROPRIATED FUND POSITION DESCRIPTION JOB TITLE: Supervisory Library Technician BUSINESS TITLE: Administrative Library Manager FLSA : Exempt JOB SERIES: 1411 PAY LEVEL : NF-03 INTRODUCTION: This position is located within the MCAS Futenma Library, Library Unit, Personal and Professional Development Branch (P&PD), Marine and Family Programs, Marine Corps Community Services Division, Marine Corps Installations Pacific (MCIPAC)/MCB Butler. The primary purpose of this position is to supervise the MCAS Futenma Library staff, oversee the Library and assist the Library Director with administrative and logistical support for all libraries. This position serves as the Supervisory Library Technician for MCAS Futenma Library staff and oversees the facility. Duties include the creation of work schedules, approval of timesheets, setting of performance management expectations and goals, working with staff on personnel issues, serves as the Safety Officer and Facility Manager, and works with MCAS Futenma units to bring awareness of the library and its offerings. This position also assists in preparing requisitions or other procurement documents, preparing documentation for organizational reports, gathering and reporting monthly statistical information and other administrative duties. Under the direction of the Library Director, this position is responsible for NAF-PC purchases, marketing/publicity submissions, training record-keeping, Naval Correspondence documents and assisting the Library Director with projects related to the Library Program. This position will be the Library Program Non-Appropriated Fund Purchase Card (NAFPC) cardholder. The incumbent may be assigned to alternate Camp Libraries as mission requirements may dictate. This position reports to the Library Director. MAJOR DUTIES AND RESPONSIBILITIES: 1. Administrative Duties: Serves as the administrative support staff member for the Library Director. Responsible to insure compliance with Naval Correspondence, review accuracy of all outgoing correspondence, and assisting with all taskers, reports and special projects. Assists librarians with the planning and purchasing of library materials and supplies. Works with the Library Director in purchasing promotional materials for library programs and theme displays. Works with Marketing and Sponsorship on publicity of library programs and prize maintenance. Assists with submission of library information to various MCCS and military organizations. Serves as the NAFPC cardholder for the MCCS Library Program. Makes approved purchases of library processing and cataloging supplies, office supplies, programming supplies, posters, bookmarks and other promotional and library materials unavailable from the contracted vendors. Correctly monitors the receipt of NAFPC purchases. Maintains an accurate monthly NAFPC Purchase Log within credit limits and submits monthly reconciliation report to the Approving Official for signature in accordance with the NAFPC DON regulations. Maintains an up-to-date cardholder folder and submits required paperwork to AMO on a monthly basis with 100% accuracy. Compiles the monthly GSA Mart requests for housekeeping supplies and other office supplies from the seven (7) library facilities on Okinawa. Purchases requested supplies once a month using the NAFPC card as requested using AMO guidelines. Completes the mandatory DON Ethics and NAFPC cardholder training. Reconciles deliveries of library materials from contracted vendors against orders, packing slips and invoices. Prepares invoices for delivery to APF and NAF budget offices. Performs other duties as assigned, including assisting at libraries as needed. Manages a medium, physically separate branch library. The work performed by the incumbent varies over a wide spectrum of library or related information, and over many levels of responsibility and complexity. As the facility manager, is responsible for administrative duties related to the day-to-day operation of an MCCS facility. Responsibilities include the following administrative duties: maintaining the facility key roster, producing, maintaining, and submitting: Daily Activity Reports (DAR), Safety Reports, Work Requests, Hazmat Reports, Incident Reports, CMR Inventory Reports, DSSC Supply Requests, and other administrative paperwork as it relates to the day to day operation. Serves as the point of contact for matters dealing with the library at the facility level, and may work with the camp coordinator, representatives from local commands/units, internal customers, and other camp entities. Requirements Conditions of Employment See Duties and Qualifications EVALUATIONS: Qualifications BASIC REQUIREMENTS: Successful completion of Bachelor degree from an accredited, college or university. Must have two years of administrative work experience or combination of education and experience that demonstrate the ability to perform above duties. Experience with managing financial accounts. QUALIFICATION REQUIREMENTS: Must be able to travel to the six MCCS branch libraries on Okinawa. Must be able to work independently as well as in a team environment. A valid Government Owned Vehicle (GOV) operator¿s permit may be required for this position based on operational needs and supervisor discretion. Working knowledge of Microsoft Office products including but not limited to Word, PowerPoint, Excel and Publisher. Supervisory experience is preferred. Ability to communicate effectively both verbally and in writing with customers, using proper tact, diplomacy and professional customer service. Demonstrated excellent customer service and interpersonal skills to interact with a diverse population. This activity is a Drug-free workplace.
