Position Purpose:
This position is responsible for managing administrative tasks, duties and policies for all departments within the project. Responsibilities include: planning, scheduling, prioritizing and coordinating, the work of departmental Managers and Supervisors with respect to Budgeting, Customer Service & Billing, and Administrative Operations functions. Position provides strong administrative support to the Project Manager in order to meet SUEZ requirements. Position is also the main point of contact with Client and ensures project adheres to financial and administrative requirements set forth by the Client.
Primary Duties/Responsibilities:
Assists with the creating and submitting the annual budget.Responsible for attending the monthly financial call for the project to explain variances to budget and forecast. Discusses any risks or opportunities.Assist in new hire processes. Maintain personnel spreadsheet and headcount spreadsheet.Calculates and prepares the Annual Escalation Fee for Laurel, Ellisville and Heidelberg project and sends to corporate for approval.Designated contact for Client’s Financial Director for any financial issues or budget concerns within all departments.Contact for Councilmembers for issues and needs.Prepares Procurement Review Form and Task Orders for all ASAs and submits to corporate for approval.Processes Veolia invoices.Process Contribution/Sponsorship Requests and submit to corporate for VNA Compliance and approval.Creates and processes monthly check requests for infrastructure payments to Client.Manages Client’s inventory (including vehicle inventory) and fixed assets for all departments (Water Production, Sewer Lines, Water Lines, Customer Service Department and Wastewater).Responsible for preparing the Client’s annual budget for Sewer Lines, Water Lines, Wastewater, Water Production, and Customer Service Department. Reconciles budget monthly and prepares and submits monthly budget works directly with City Finance Director to amend budgets as required. Prepares and submits monthly budget adjustments and amendments.Prepares and delivers monthly/annual contract deliverables to Client (monthly report, monthly invoices, monthly organization chart, annual Certificate of Liability insurance).Coordinate Project Manager’s calendar and schedule travel arrangements for Project Manager and all Laurel, Ellisville and Heidelberg employees.Codes, processes and submits all employees p-card and T&E reports.Codes, processes and submits all employees expense reports.Responsible for responding to emails from Mayor regarding issues or complaints.Plan annual events i.e. MML dinner, Christmas dinner w/Client, crawfish boil, holiday lunch for employees.QualificationsEducation/Experience/Background:
High School Diploma/GED is required.Minimum of 7 to 10 years of progressively responsible Administrative responsibilities in public water/wastewater treatment operations, storm water distribution system and/or collections systems maintenance; or an equivalent combination of training and experience.Minimum of 7 to 10 years of experience with municipal and/or utility Customer Service and Billing functions, processes and procedures.5 to 7 years of experience with budgeting, forecasting and financial tracking and Accounting processes, procedures and software.Knowledge/Skills/Abilities:
Strong aptitude for coordinating, planning, organizing, scheduling, assigning and directing projects for the Laurel, MS locationAbility to train, encourage, coach and counsel subordinate employees.Ability to develop, organize, and manage records and reports pertinent to the activities supervised.Strong desire to establish and maintain effective working relationships, teams, and work groups with other employees, contractors and the general public.Ability to communicate effectively, both orally and in writing.Ability to shift priorities frequently and effectively perform under pressure.Must possess superior organizational skills and be able to plan, prioritize and work simultaneously on several projects.Thorough knowledge and the ability to use computers and applications for the utility profession.Required Certification/Licenses/Training:
Possession of a valid driver's license in resident state with the ability to meet Risk Management guidelines.Physical Requirements:
