Summary This announcement is for TEMPORARY, INTERMITTENT positions NTE 1 year/1040 hours located in various bureaus. The incumbent serves as am Administrative Officer, responsible for a broad range of administrative management responsibilities, such as budget, procurement, travel, allowances, strategic planning, human capital management, facilities management, and other management functions at posts overseas. Responsibilities Performs the full range of the post's administrative management responsibilities by providing oversight and ensuring adequate internal controls are in place in all administrative areas. Serves as technical advisor to the Chief of Mission, Deputy Chief of Mission, and heads of other agencies represented at the Mission on all aspects of post administrative management. Directs the Administrative section or any of the sub -sections day-to-day operations by planning its work and ensuring coordination of efforts in the accomplishment of the Mission’s goals. Serves as principal advisor to the Embassy, constituent posts in the host country, and all USG agencies represented at the Mission; provides oversight over a full range of fiscal services, facilities and general services, and human resources. Liaises and coordinates issues with host nation federal and local officials to ensure compliance with host nation laws and requirements. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience planning work and ensuring coordination of effort in an administrative setting on a daily basis; Experience monitoring and reporting on the status and cost of work; Experience establishing internal control systems to safeguard against the waste, loss and misappropriation of physical and human resources; and Experience maintaining contacts throughout a diplomatic mission and Host Government. There is no substitute of education for specialized experience for the GS-14 position. Education Education requirements do not apply to this vacancy announcement.
