Summary This position is located in the Office of Cuba Broadcasting (OCB) a broadcasting network of the U.S. Agency for Global Media (USAGM). Incumbent provides managerial direction and control over a multifunctional program to effectively manage OCB 's office services, procurement, budget and financial management, facilities, property, procurement and contracting activities; building and facility management for OCB buildings in Miami, Marathon, Florida, and Greenville, North Carolina. Responsibilities As an Administrative Officer, you will be responsible for duties to include but are not limited to: Serves as point of contact for external administrative reports; coordinates and prepares OCB's contribution for Office of Management and Budget (OMB) and Congressional reports, OCB's input to USAGM's annual report to Congress, and other reports as required. Develops and promulgates OCB-wide policy and procedures for the various programs in support of OCB's goals and objectives, which include OCB financial management, administrative support services, procurement and contracting, travel, property management, and physical, personnel and information security. Influences executive decision making through the strategic and tactical planning processes, as well as through needs analyses, consultation with OCB and USAGM personnel and in conjunction with OCB's management team. Supports OCB involvement with external organizations on financial and administrative matters, including response to Government Accountability Office and Inspector General audits and inquiries, and OCB Director testimony to Office of Management and Budget Congressional Committees on Appropriations, Authorization, and related matters. Oversees Continuity of Operations Plan (COOP) and Risk Management. Represents the Office of Cuba Broadcasting by establishing and maintaining working relationships with USAGM administrative staff and management, other agencies, contractors and vendors. Serves and oversees liaisons with USAGM administrative offices, including the Office of the Chief Financial Officer; the Offices of Human Resources, Contracts, and Security; the Technology Services and Innovation, Facilities Management Directorate; and other administrative offices and staff. Through subordinate program analysts, determines and establishes funding requirements, budget authority and justification consistent with multi-year program demands; participates in budget meetings to explain and defend requirements and funding requests; determines budgetary impact of new programs and projects; oversees budget formulation, presentation, and execution phases; and represents OCB on budget matters with USAGM and OMB. Through subordinate procurement and contracting personnel develops procurement requirements, government cost estimates, solicitations; and other procurement documents; purchases and procures facilities, equipment and services within authority delegated by USAGM Office of Contracts; and administers contracts, as delegated by Office of Contracts. Supervises a staff of three to six administrative specialists including Contracting Specialists, Program Analysts, and other administrative staff. to include: Planning work to be accomplished by subordinates; sets and adjusts short-term priorities; prepares schedules for completion of work; and assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Develops performance standards; evaluates performance of subordinates; and recommends awards or bonuses for nonsupervisory personnel and changes in position classification, subject to approval by higher-level officials. Gives advice, counsel, or instruction to employees on both work and administrative matters; interview candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Effects minor disciplinary measures, such as warnings and reprimands; initiates and recommends action in more serious cases. Identifies developmental and training needs of employees; provides or arranges for needed development and training. Determines whether contractor performed work meets standards of adequacy necessary for authorization of payment. Requirements Conditions of Employment Qualifications Applicant must have one-year specializedor equivalent experience to the next lower grade level (GS-13) that is directly related to the line of work of this position. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience for this position must include: Advising senior and executive level management on issues involving budget, resource allocation, and procurement. Applying extensive knowledge of budget cycles, budget formulation and execution and other financial processes and procedures used to develop, justify, present, transmit, review, oversee, and implement budgets. Demonstrating expertise with writing and presentation skills in preparing annual and other reporting submissions, responding to queries, and making presentations for senior managers and executives, related to contracting, procurement, budget, financial, security, human resource management, and equivalent administrative issues. Demonstrating skill in oral and written communications to advise senior-level decision-makers regarding contracting, procurement, funding and resource allocation human resource, security, and other administrative issues and their associated program and policy impacts. Education Education is not required for this grade level. It cannot be used for qualification purposes.
