Education

:

Graduate of Bachelor’s degree preferably in Public Administration, Human Resource Management and Development, Industrial Relations and other relevant social sciences courses

Training

:

At least eight (8) hours of training on human resource management and development particularly along employee relations and at least four (4) hours of training on leadership and supervision

Experience

:

At least two (2) years of relevant and experience involving human resource management and development particularly along employee relations with at least six (6) months of supervisory experience

JOB DESCRIPTION

Under general supervision and with some latitude for the exercise of independent judgement as head of section, performs difficult and responsible professional work requiring training and moderate experience and a good knowledge of developing and implementing employee relations programs and mechanisms for DSWD personnel. 


Functions and Responsibilities:

1. Oversee the implementation of employee relations programs aiming to maintain a harmonious relationship between management, employees, and employees organization in accordance to existing laws, rules and regulations by the oversight agencies and the Department;

2. Provide technical review of documents relative to employee relations i.e. reports, resolutions, project proposals, memoranda, letters and other correspondences and provide inputs/recommendations thereof;

3. Recommend and draft concept notes and policy issuances relative to employee relations based on relevant needs of the Department;

4. Perform lead secretariat work for the Committee, Grievance Committee, Committe on Decorum and Investigation for Gender-Based Sexual Harassment Cases, and Technical Working Group for Alternative Dispute Resolution, etc.);

Coordinate with the Committee/TWG Chairpersons, members and concerned offices regarding to conduct of meetings, monitoring of agreements and elevation of issues/concerns to DSWD Management;

Provide technical input to the Committee per applicable laws, rules, and regulations; and
Ensure follow-thru on commitments, deliverables and agreements

5. Coordinate with the different internal partners (Offices, Bureaus, Services and Units and Field Offices), external stakeholders/oversight agencies (CSC, DBM, other NGAs, etc.), and accredited employees’ organization regarding employee relations as well as issues and concerns affecting personnel; and

6. Performs other related tasks in the section and/or division, as may be assigned.

3. Technical Reports i.e. narrative accomplishment;

4. Minutes of Meeting/Summary of Agreements;

5. Special Orders;

6. Resolutions;

7. Memoranda/Letters and other correspondences.

Initial Shortlisting:

9. Valid NBI/Police Clearance or proof of payment i.e. official receipt of the NBI/Police clearance

10. Authenticated copy of Civil Service Eligibility and/or Valid PRC ID /proof of payment or schedule of appointment for the PRC renewal license; and

11. Individual Performance Contract Rating (IPCR) in the last rating period or any of its equivalent, as applicable.
