Minimum Qualifications
MINIMUM QUALIFICATIONS:
Five years of experience in administrative services; OR
Six years of full-time work experience in any field plus two years of experience in administrative services; OR
A bachelor's degree plus two years of experience in administrative services; OR
An advanced degree plus one year of experience in administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Administrative Program Manager 2
This position is responsible for the management of administrative program areas and serves as the Administrative Program Manager 2 for Region 4. This position will provide oversight to the supervisors and clerical staff within the parish health units of Region 4. Performance of duties requires knowledge of organization structure, agency administrative practices and policies, program procedures and policies, including knowledge of inter-relationships among programs in the areas of the organizational structure, administrative procedures, and service delivery and funding (federal, state, local and self-generated). Supervision received from the Program Manager 1-B-DHH.
80%Provide administrative direction to the office supervisors in Region 4. Consult and work with regional manager and state program managers (LaGov purchasing, LEERS, SAP payroll, Operation and Support property management, WIC, Reproductive Health, Immunizations, Electronic Health Records, and Vital Records) to ensure coordination of complex administrative duties and clerical support of service delivery in the region. Position reviews policy and procedures and clerical service delivery in Region 4. Recommends clerical changes in standardization service methodology in order to ensure positive performance outcomes are met. Monitors and adjusts clerical staffing scheduled in both regions and appoints staff to ensure maximum utilization and efficiency throughout the region. Meet and communicate with office supervisors and their staff, regional nurses(s), and regional administrative staff to maintain a direct cooperative relationship in planning, developing and evaluating the goals and objectives of personal health and vital records service delivery.
Serves as payroll liaison for Region 4 regional office staff. Communicates changes, informs and assist timekeepers in both regions with any concerns, problems, or new procedures.
.Approves purchases/expenditures form the regional offices in Region 4 and the health units within the region. Serves as the Telecommunications Coordinator (OTS) for Region 4 and process all requests from the regional offices and health units in regards to phone lines, cell phones, equipment, etc.
Conducts training and internal reviews of each offices/unit’s payroll/time attendance records and Petty Cash Funds.
20%Manages the property location coordinator for the regional offices in Region 4 and responsible for the management of moveable property. Ensures compliance with state property control regulations. Assist parish health unit property location coordinators to ensure management of movable property.
Approves leave and prepares performance evaluation reviews for staff that are supervised by this position; recommends disciplinary action, and recommendations staff training as appropriate. Serves as the liaison and works with Office of Public Health human resources staff on all HR issues for Region 4. Performs any additional assigned duties not listed above. Attends workshops, in-service trainings, and other required meetings locally and/or statewide.
