Minimum Qualifications
MINIMUM QUALIFICATIONS:
Three years of experience in administrative services; OR
Six years of full-time work experience in any field; OR
A bachelor's degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.
Incumbent of this position provides programmatic administrative support for the End User Computing (EUC) division. EUC provides management information systems for all Executive branch OTS in-scope agencies statewide. EUC is the first point of contact 24x7 for all statewide IT incidents, issues, and requests from more than 40,000 users and devices in 850+ locations. EUC has approximately 250 employees that are distributed throughout the state, and the incumbent is responsible for performing administrative functions for all of EUC staff in the area of personnel management and purchasing with additional roles in the areas of payroll administration, fleet management, and safety/building coordination.
40%PERSONNEL MANAGEMENT:
Acts as the personnel liaison between all 250+ EUC staff and the Division of Administration, Office of Human Resources:
• Coordinates necessary approvals to post positions (e.g., internal approvals, OTS Staffing Request Form, etc.).
• Coordinates job postings (e.g., enters NEOGOV requisition, distributes applicant info to supervisors, tracks/monitors deadlines, etc.).
• Processes personnel action requests submitted through the chain of command to ensure their compliance with DOA Employee Administration, DOA Human Resources, Civil Service and OTS rules and regulations. Monitors the status and follows up on all personnel
action requests (e.g., enters ePAR to execute hires, career progression group promotions, coordinates conditional offers of employment, etc.).
• Creates/updates position descriptions in PD Workflow.
• Accurately processes paperwork for employees that are separating (terminating or transferring) from EUC as required by DOA, OTS, and Louisiana Workforce Commission.
• Ensures staff & contractor Driver Authorization status is updated and processes forms as needed.
• Completes paperwork for On-Call, Shift Diff, Cell Phone stipends, etc.
• Serves as back up to maintain position costing and org unit information (e.g., completes the OTS-SAP Default Change Request form).
•Assists with processing of employee performance evaluation system (PES) plannings and evaluations, and ensures completion in an accurate and timely manner to ensure compliance with DOA HR and Civil Service Rules. Advises management of any approaching deadlines that have not yet been met.
30%PURCHASING:
• Responsible for the procurement of supplies.
• Uses P-card to pay invoices and purchase materials. Performs P-card reconciliation and backup documentation monthly.
• Serves as back up for ordering and purchase of specialty supplies (e.g., business cards, retirement plaques, etc.)
10%Serves as a backup for Administrative Program Specialist B duties to assist as needed. Maintains a working knowledge of all systems, process and procedures necessary to complete Administrative Program Specialist B and Administrative Program Specialist A duties.
5%PAYROLL ADMINISTRATION:
• Serves as a backup timekeeper in the absence of the primary timekeeper and direct supervisor.
• Enters data into the LaGov HCM Payroll System for attendance and leave usage as needed.
5%FLEET MANAGEMENT:
• Acts as backup for maintaining monthly vehicle logs in the absence of primary Fleet Manager.
• Serves as backup fleet coordinator in the absence of the primary Fleet Manager.
5%SAFETY AND BUILDING COORDINATION:
• Serves as Badging Coordinator and is responsible for processing badge requests and building access requests
• Functions as the parking coordinator for the Galvez garage and uses the Park Lync system to manage authorized access
• Acts as backup liaison to Buildings and Grounds. Contacts Buildings and Grounds for any maintenance or repair that is required within the office. Also, requests and tracks badge access to the building
• Serves as backup to assist OTS management in the implementation of the DOA safety program in accordance with the safety policy statement issued by Commissioner of Administration.
5%Performs all other tasks, special projects, analysis, studies, and plans as directed. May act as primary for any of the above mentioned job duties for OTS and/or backup for other OTS sections as needed.
