Summary This position is located in Gateway National Recreation Area, in the Administrative Division. The incumbent serves as the Administrative Programs Manager for Gateway National Recreation Area (Gateway NRA) and reports directly to the Administrative Officer. Responsibilities The Administrative Programs Manager oversees and manages the following four administrative programs at Gateway National Recreation Area: Housing Operations, Fleet Management, Property Management, and the Mailroom. The manager oversees approximately 5 direct reports, 100+ housing units, over 200 fleet units, and a complex mailroom/shipping/receiving operation for a very large park. The position is located in Staten Island, NY and requires work primarily on-site. Requirements Conditions of Employment U.S. Citizenship required. Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You may be required to complete training and operate a four-wheel drive vehicle. Government housing may be available. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 1 nights per month. You must obtain a government charge card for travel purposes. Qualifications All qualifications must be met by the closing date of this announcement-01/17/2025-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience must include activities such as administrative support pool - Provides front-line supervision to GS-11 Administrative Support Supervisor and second line supervision to Five (5) GS-05/06/07 administrative assistant, who provide general administrative support services to every division within the park, housing management - Oversees and manages the day-to-day activities and direction of an NPS housing program of over 100 rental units located in both New York and New Jersey. Provides direct supervision of a GS-1173-9 Housing Manager and a GS-0303-5/6/7 Admin Support Assistant, property management - Manages inventory reporting, acquisitions, disposals, transfers, and accounting for a complex personal property program spread across three distinct geographic units. Provides direct supervision to a GS-2001-11 Property Management Specialist and second line supervision to four (4) employees graded between GS-5 and GS-7, fleet management - Oversees and manages the day-to-day activities of a large motor vehicle fleet program including acquisitions, inventories, disposals, reporting, and coordinating with park staff and managers for fleet replacement justifications, and mailroom operations. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no substitution of education for experience at the grade level(s) of this announcement. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate. Physical Demands: The incumbent normally works in an office setting and the work is primarily sedentary. However, assignments may be distributed throughout the park requiring the use of a car. There may be some extended walking, climbing stairs, and carrying of light items such as papers and files. Work may include some exposure to inclement weather. The incumbent must be able to visit sites throughout GATE and to participate in meetings outside the park. A valid state driver's license is required. Working Conditions: The Administrative Programs Manager carries out most work within a typical office environment. Occasional fieldwork occurs in a variety of interior and exterior settings. In external conditions, the incumbent may be exposed to extremes of weather ranging from snow and rain to heat and high winds. Most work will be done during daylight hours but may also occur at night. Travel outside the immediate area is required on an occasional basis.
