Position Summary
The Administrative Services Manager directs the activities of an administrative support staff by interviewing applicants, hiring, terminating incumbents, assigning and reviewing work, training, and evaluating the performance of incumbents. Prepares and manages budges to meet the fiscal goals for capital, performs financial and staffing analysis, and coordinates reconciliation of accounts and budget reporting requirements. Oversees purchasing an d human resources functions. Participates in the establishment of overall administrative and operating standards for department to include setting goals and objectives and directing workflow procedures. Identifies, coordinates, and implements n umerous projects/programs to improve the quality and cost-effectiveness of operations and service. Identifies service and operational problems and issues and provides project management support, to identify, research, develop, and implement solutions, and provides support and advice to management. Performs other duties as assigned
Education and Professional Work Experience
Minimum Qualifications
The formal education equivalent of a bachelor's degree in business administration, public administration, or a related area; plus, five years of experience in human resources, budgeting, or a related field, including two years in a supervisory or leadership capacity. Preferred Qualification
+ 5 years of experience working with federal
+ 3 grants. 3 years of AASIS experience .
+ years of experience working with program budgets in excess of $20 million dollars.
+ 2 years of experience working in either grants . gov or Grants Solutions.

+ Knowledge of state personnel, purchasing, and budget guidelines.
+ Knowl edge of computer systems and applications.

Job Responsibilities and Expected Results
Job Duties and Responsibilities
+ + Ensures that Federal Reporting is accurate and submitted timely
+ Monitors Federal Grant expenditures and completes monthly reporting.
+ Ensures that staff understand standards and procedures to guide the administration of cash and budget/reporting units and provides training as needed.
+ Monitors expenditures to verify that spending is in accordance with program requirements.
+ Implements and maintains accounting best practices to ensure the financial good standing of the organization.
+ Providing financial analysis and strategic input to facilitate high-level decision-making by management.
+ Comm unicates complex cost accounting concepts to management and staff.
+ Maintains solid relationships between the Cash and Budget/Reporting Units and division assistant directors.
+ Reports and e x plains cost allocations and budget decisions to internal and external stakeholders.
+ Responsible for hiring , training and any personnel actions for subordinate staff
Functions:
+ Leads grant reporting process for the Unemployment Insurance program.
+ Timely applies for new grants and assists Unemployment Insurance program staff with the grant application proces s . To include preparing budget s , writing narratives, and ensuring that applications are submitted timely .
+ Monitors and analyzes cost allocation performance and makes recommendations for improvements and best business practices as it pertains to the Unemployment Insurance program.
+ Reconciles monthly expenditures including cost allocation to cash draw s .
+ Implements standard operating procedures used for planning, forecastin g , monitoring, and decision making .
+ Report status on Cost Allocation , Budget/Rep0 1 1 ing monthly to executive staff.
+ E nsures that all Unemployment Insurance reporting is completed and submitted timely and accurately.
+ Assists budget unit staff with entering and certifying ACOM federal reports when nece ssary, through Grants . gov, Grants Solutions or other systems as needed.
+ Other duties as assigned.

Summary
