The primary purpose of this position is to serve as an administrative and executive specialist to the Vice Commander, Air Education and Training Command (AETC). Performs duties to relieve the Vice Commander of as much administrative detail as possible and contribute to public relations and interactions with high level military/civilian officials, industrial/civic leaders. Responsibilities Serves as the administrative executive to HQ AETC Vice Commander. Performs full range of Executive Secretary duties required to support the AETC Vice Commander in the performance of their official duties. Serves in the capacity of Confidential Assistant. Participates in special projects and initiatives and performs special assignments. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes planning, scheduling and conducting a wide variety of analytical studies and projects related to administrative improvements, productivity improvement, management controls, and long-range planning; reviewing and analyzing methods to improve the accuracy, adequacy, and timeliness of disseminating information about programs and administrative aspects throughout an organization; managing official/social appointments; receiving callers and visitors and accurately ascertaining the nature of the request by providing clear ad complete information. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M (if related) which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of analytical and evaluative methods and procedures and skill in evaluating administrative operations to develop comprehensive plans and to analyze work processes and continually improve them to meet customers and organizational requirements. Knowledge of management and organizational programs, operations, objectives, and policies to conduct studies and evaluate administrative processes, prepare reports and encourage understanding and acceptance of findings and recommendations. Knowledge of extensive rules, procedures, or operations applied to executive secretarial assignments to perform administrative work of the office, such as preparing and editing documents, evaluating administrative processes, and locating, assembling and composing information for various reports, inquiries, and correspondence. Knowledge of office functions and commitments of supervisor and staff to prepare and review correspondence, to screen telephone calls and visitors, to maintain supervisor's calendar, and to perform other substantive or administrative work of the organization. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. Ability to communicate effectively and efficiently, both orally and in writing. Knowledge of organization/function of U.S. Government agencies, domestic and overseas, as well as foreign relations/protocol procedures that apply to foreign military/civilian leaders and of sensitive, unique customs/courtesies of the international community. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
