Administrative Specialist
Summary This position is located in the Environmental Enforcement Section, Environment and Natural Resources Division. The Section is responsible for bringing civil judicial actions under most federal laws enacted to protect public health and the environment from the adverse effects of pollution. The Administrative Specialist provides high-level administrative, operational, and quality assurance services to over 150 Section personnel, including managers, attorneys, paralegals, and administrative staff. As an Administrative Specialist, typical work assignments may include the following: Serves as the main point of contact for employees and managers and directs the centralized administrative work of the Section. Liaises with management to coordinate and identify volunteers for Department sanctioned non-litigation opportunities. Coordinates the Section's Continuity of Operations Plan for emergency planning and exercises (Contacts, Building Maps, Evacuation Route Maps, Volunteer Rosters). Liaises with the Office of Administrative Services on requests for permits, parking, building & office equipment support, office space, and special events. Oversees the collection of the Section's annual reporting obligations, including state bar certifications; financial disclosures; and various professionalism, ethics, and other training. Coordinates with Section management on administrative and logistical support for special projects for conferences, retreats, training seminars, and workshops. Coordinates with Section managers to create and track training for new employees, conducts trainings on administrative matters, and creates training plans and timelines. Coordinates with the Division's Law Clerk and Intern Coordinator to ensure smooth operation of law clerk and undergraduate intern programs. Manages administrative processes for centralized human resource related work of the Section e.g. submission of SF-52s, tracking completion of performance appraisals for staff, and tracking promotions for attorneys and professional staff. Coordinates hiring committees; oversees process logistics including scheduling interviews and committee panels; oversees compilation of relevant documentation; completes reference checks; coordinates with hiring manager to draft recruitment recommendations to management; and finalizes hiring memos. Coordinates with management to finalize recruitment documents for positions, including contents of vacancy announcements, positions descriptions, crediting plans, work plans, and related documentation. Serves as the primary timekeeper for the Section; performs internal audits of leave balances; resolves or troubleshoots issues involving the time reporting system. Leads teams of people to carry out tasks within the scope of the work, overseeing the work and providing performance input for a staff of Administrative Specialist, Legal Assistants, volunteer students, and other clerical positions. Requirements Conditions of Employment Qualifications To qualify for GS-12, you must have one year of specialized experience at, or equivalent to, the GS-11 Federal grade level or above evaluating the operations of an office to measure effectiveness and organizational productivity, recommending improvement processes, and providing support for centralized administrative activities for an organization. Only experience obtained by the closing date of this announcement will be considered.
