Summary This position is located in the U. S. Patent and Trademark Office, Office of the Chief Communications Officer which provides a myriad of services to the USPTO, including media and public relations; internal communications; graphic design; social media; brand management; blogs and initiatives; photography and video; partnerships; education; writing and editing; digital strategy and governance and web content. Responsibilities The physical worksite for this position is located in Alexandria, Virginia.This position is telework eligible per agency and business unit discretion/policy. You possess the knowledge to provide recommendations to senior management officials and prepares implementation plans where economies of scale can be realized either by integrating office processes, procedures, and contracts, or by eliminating duplication of effort. You possess the ability to provide financial management services to support and assist in budget formulation, execution, and financial analysis tasks. You're able to support Administrative Officer in the development and implementation of the full range of administrative activities for OCCO including budget, human resources, information technology, procurement, accountable property management, and records management. Miscellaneous Administration and Program Series, 0301 Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-09. Specialized experience for this position includes: Experience providing administrative support in an organization to make recommendations for the overall effectiveness for program operations. Experience preparing travel requests and entering requisitions using financial management systems (i.e., CONCUR, GELCO, Momentum, SAP ERP, Peoplesoft financials, and Oracle financial). Experience processing, preparing, executing and monitoring organizational budget and procurement functions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Education may be substituted for specialized experience at the GS-11 grade level as follows: GS-11: A Ph.D. or equivalent doctoral degree; Or 3 years of progressively higher level graduate education leading to such a degree; Or LL.M., if related; Or Equivalent combination of qualifying graduate education and experience.
