Responsibilities You will serve as an Organizational Change Manager, responsible for leading and managing the transformation and change management activities that support the development and deployment of Information Technology (IT) systems and services. You will be responsible for designing, planning, implementing, and evaluating IT enterprise transformation and change management initiatives for Program Executive Office, Manpower, Logistics and Business Solutions (PEO MLB) assigned programs. You will develop, lead, manage and execute enterprise IT system change management actions and communicate business processes and methodologies to internal and external stakeholders and customers. You will support the development, deployment and sustainment of a modernized financial and logistics IT system that include engagements with senior Navy customers and stakeholders to define project scope, requirements, and deliverables. deliverables. You will develop and implement Organizational Change Management (OCM) approaches and strategies to implement transformational enterprise IT changes based on agile methodologies and practices. You will develop and maintain strategic and tactical plans and procedures and define current and future business environments to implement effective business change processes that include planning, risk, and change management. You will streamline the entire enterprise change management process to significantly reduce service downtime while also delivering value to stakeholders and end users. You will develop strategies to overcome change management challenges and track progress of change initiatives that include modifying change management plans as needed. You will manage the development of a communication strategy, training plans and process maps to create buy-in while providing the knowledge and tools necessary to support enterprise IT transformation efforts. You will develop and monitor IT metrics/measures for project/ program IT activities for reporting to management and stakeholders. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: designing, planning, implementing, and evaluating IT enterprise transformation and change management initiatives for Program Executive Office, Manpower, Logistics and Business Solutions (PEO MLB) assigned programs; developing, leading, managing and executing enterprise IT system change management actions and communicating business processes and methodologies to internal and external stakeholders and customers. Education Additional Information This position is eligible for ad-hoc/situational telework at the discretion of management. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may or may not be authorized to eligible selectees. The Office of Personnel Management (OPM) Direct Hire Authority, authorized by 5 United States Code (U.S.C.), Section 3304 and 5 Code of Federal Regulations (CFR) Part 337, Subpart B. Veterans Preference and traditional rating and ranking of applicants do not apply to the Direct Hire process. This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978. The pay schedule and pay band for all Administrative Specialist/Professional Positions will be DP-1/2/3/4/5/6. The salary range shown above represents all of the positions within the pay band, including higher responsibility positions. Based on the responsibilities of this position (Tier 2), the total adjusted salary may be capped at GS 14 Step 10 adjusted pay of $185,234. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
