The person in this role will supervise the administrative services of Behavioral Health Case Managers, coordinate day-to-day functions, and ensure appropriate staff coverage. Organize employee workflow and monitor productivity, caseloads, and related internal operations. Provide constructive feedback and coaching as needed. Monitor administrative compliance measures related to Psychiatric Security Review Board (PSRB) clients, clients under a .370 order, and other court-requested evaluations. Complete quarterly reports as assigned. Clinically supervise QMHA and other ancillary staff in the Child & Family program. This position is also responsible for the o versight of financial expenditures related to client and staff expenses. Interacting with community partners and resources as needed. Facilitation and coordination of team meetings and related activities. Essential Functions/Major Responsibilities JOB FUNCTIONS Supervise administrative functions of clinicians; confer with staff regularly regarding administrative needs and related matters for the purpose of promoting and evaluating professional development, assuring work standards, and reviewing work in progress: + Organize workflow, monitor caseloads, and ensure that employees understand their duties or delegated tasks. + Monitor employee productivity and provide constructive feedback and coaching. + On direction of the program manager, set staff goals and evaluate performance. + May assist with the reassignment of employee caseload. Conduct regular case conferences with QMHAs for supervision and consultation: + Review case records and select cases for discussion. + Supervise staff in assessing causes of problem behavior and mental or emotional disorders and in developing and modifying treatment and approves alternative plans, termination, or transfer of cases. + Supervise consultation activities of employees. + Provide case management training and training in EHR as needed. Coordinate and track program compliance measures related to mandatory services: + Monitor administrative compliance measures related to clients under a .370 order. + Administrative oversight for PSRB requirements, including provision of community-based services, ensuring compliance with monitoring and reporting duties, and related hearings. + Supervise tracking of Interdisciplinary Treatment Team (IDT) meetings and related discharge planning. + Monitor assignment of pre-commitment investigations and provide administrative support as needed. + May assist with the supervision and coordination of other mandatory services as needed. + Create and maintain clinical reports as assigned. Oversight of financial expenditures related to client and staff expenses: + Participate actively in establishing program budget as part of planning for Division and Health and Human Services Department (Department) Budget. Compile data and prepare state reports (CHOICE model, 370, etc.). Other functions: + Interact and convene with community partners and resources as necessary to assure population needs are being met. + Lead, convene, and participate in team meetings, trainings, and activities to further the health of the community. + Participate in HHS - BH Exec Team. Behavioral Health on Lee Street in Newport Typical Qualifications Minimum Education Level Bachelors : in Counseling, Public Health, Public Administration, or related field. Minimum Experience Level Two - Three years : In a Behavioral Health Community Mental Health Services. Generalist experience within a variety of Behavioral Health Program areas. Experience with crisis and the use of crisis intervention skills. Substitution Note: A non-relevant bachelor’s degree and 5 years’ experience as a Case Manager assigned increasing responsibilities in a leadership role may be used to substitute related bachelor’s degree minimum requirement. Certifications Specifics: Certification as a Qualified Mental Health Professional (QMHP) or a Qualified Mental Health Associate (QMHA) upon hire. Driver’s License Oregon Driver's License required within 30 days of hire. Desirable Qualifications: Master’s degree preferred. Certification as a Qualified Mental Health Professional preferred. Previous supervisory or management experience. Bilingual and/or bicultural competencies for the Latino population. Knowledge of: + The principles and practices of Behavioral Health services including the principles and practices of Behavioral Health Counselors and Case Managers, organizational development, program, budget, and personnel management. + The functions and procedures of other social service agencies. + Applicable Oregon Administrative Rules. + Techniques necessary to effectively work with persons with Behavioral Health diagnosis.
