The primary purpose of this position is to serve as the MAJCOM Director level Command Administrative Support for the Logistics and Installations Directorate (A4) with responsibility for all ANG/A4 administrative functions, reports, data management, records management and other like tasks. Responsibilities Serves as the primary point of contact for management of administrative management systems (e.g., workflow, TMT, etc.), suspense tracking, and administrative executive support services for Directorate divisions, the Director, Principal Deputy, Deputy Directors and Associate Directors of NGB/A4. Prepares/edits briefings, handbooks, reports, slides, forms, correspondence, etc. for the A4 Directorate using word-processing, spreadsheet, database, slide-show and other software. Develops, establishes, updates, and maintains office procedures and records/files of various types to ensure effective and efficient operation of the office. Designs and conducts complicated management surveys, reviews, and research projects associated with NGB/A4 organizational administrative funetions. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE FOR GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes working with principles, concepts, and theories of the classified title, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Working with analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Working with the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments and the ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field. OR EDUCATION FOR GS-09: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION FOR GS-09: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts. SPECIALIZED EXPERIENCE FOR GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes skill in applying analytical and evaluative and investigative methods and techniques in issues concerning the efficiency and effectiveness of the Directorate's information management, support, and personnel program operations. Understanding of a comprehensive range of staff concepts, objectives, policies, management/organization techniques and military command. Working with pertinent laws, regulations, policies and precedents, which affect the use of program and related support resources in the areas studied. Working with organizational relationships to provide direction, assistance, and support for all operations, activities, and projects and to interface with higher level staffs. OR EDUCATION FOR GS-11:Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION FOR GS-11: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ-grade requirements to be considered eligible. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and understanding of information and work flow management, suspense tracking, records management, equipment and supply systems. Knowledge of operating programs throughout the NGB/A4 in order to analyze findings and make recommendations on substantive operating programs/issues. Knowledge of correct grammar, spelling, punctuation, capitalization, and format to prepare and edit written correspondence and reports. Knowledge of the regulations, policies, precedents and pertinent laws, which affect the Logistics and Installations programs and related support operations. Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies, management/organization techniques and military command. Ability to plan, organize, and communicate effectively both orally and in writing and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: Position will be developmental to the target grade of GS-11. Upon completion of appropriate training and time in grade requirement, incumbent may be noncompetitively promoted to the next grade. This is a developmental position that leads to the full performance level. The incumbent will receive on-the-job training designed to provide the opportunity to perform the duties at the full performance level. The incumbent may be noncompetitively promoted to the next performance level upon (1) satisfactorily completing the training requirements (2) satisfactorily performing at the next performance level (3) meeting all OPM legal and regulatory requirements for promotion and (4) recommendation for promotion by the supervisor.
