Responsibilities You will coordinate development and sustainment of Detachment Pacific (DETPAC) Emergency Action and Continuity of Operations Plans (EAP/COOP). You will coordinate host Installation Emergency Management (EM) policies for DETPAC facilities with Immediate Superior in Command (NUWCDIV Keyport) EM policies and other installations as directed. You will advise DETPAC Officer in Charge (OIC) and Director of Force on Health Protection and/or Readiness Condition changes and recommended response. You will coordinate and assist DETPAC Security, Facilities, Safety and Environmental Representatives to promote sustainment of readiness posture. You will analyze and evaluate (on a quantitative and qualitative basis) the emergency preparedness of Detachment operations in meeting Command goals and objectives. You will research and investigate new or improved processes, policies or practices for application to Detachment programs and/or operations. You will analyze new or proposed legislation or regulations to determine impact on Detachment operations and management. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 pay band (GS-9/10 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Supporting emergency management at federal activities with multiple facilities or a large workforce (e.g., greater than 100) in collaboration with other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: A Ph.D. or equivalent doctoral degree; OR Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; OR An LL.M. degree in a field directly related to the position being filled.
