ADMINISTRATIVE/TECHNICAL SPECIALIST
Summary You will serve as a Project Manager for the Landing Craft Air Cushion (LCAC) Support Services project in the Air Cushion Vehicle (ACV) Technical Services Branch (E32) of NAVSURFWARFCTR PANAMA CITY DIVISION. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. Responsibilities You will manage the planning, execution, monitoring and control of tasking to achieve objectives for cost, schedule, and performance. You will provide oversight to a diverse group of technicians, logisticians, LCAC operators, and acquisitions professionals directly supporting Air Cushion Vehicles (ACV). You will organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations/parts of the organization to accomplish goals; monitor progress and evaluate outcomes. You will apply best practice principles, methods, and tools in the management of project tasking and resources. You will provide oversight of contract developments, awards and execution in support of project objectives. You will provide status updates to both NSWC PCD management and program office sponsors. You will establish and maintain relationships with key stakeholders to understand objectives and constraints. You will collaborate with these stakeholders to build consensus, find solutions, and accomplish goals. You will clearly and effectively articulate, present, and promote varied ideas and issues (to include sensitive or controversial topics) before a wide range of audiences. You will convey written information in a clear, concise, organized, and convincing manner for the intended audience. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing project planning and execution to improve work methods, technical procedures, or operational procedures to ensure the successful and effective operations of a Landing Craft Air Cushion (LCAC) program. Education Additional Information The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $137,000).
