ADMINISTRATIVE/TECHNICAL SPECIALIST
Summary You will serve as a Contracting Officer's Representative in the Unmanned and Theater Undersea Warfare Systems Department of Naval Undersea Warfare Center, Division Keyport, Washington NAVUNSEAWARCENDIV KEYPORT WA. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to the GS-13 and GS-14. Responsibilities You will serve as a Task Order Manager/Contracting Officer Representative (COR) with authority delegated by the NUWC Division, Keyport Contracting Officer. You will monitor and administer tasks awarded against multi-million dollar engineering and technical support service contracts. You will provide proper and appropriate oversight of Contractor performance and contract execution to ensure financial and technical compliance with the contract terms and conditions. You will maintain required documentation to support monitoring Contractor performance, including monthly status reports, formal correspondence, invoice substantiation, contract data deliverables, and Technical Instructions Letters, as required. You will plan, lead, coordinate for and complete necessary actions to ensure that follow-on contract vehicles are in-place in time to prevent a lapse in contractor support/services. You will analyze, evaluate, and drive improvement in contractor performance by identifying issues proactively. You will develop a routine communication plan and requirements with the Technical Advisors/Quality Assurance Evaluators to assess contractor performance and the quality of the work, and to provide necessary feedback to the contractor. You will participate in strategic meetings collaborating with department leadership across the command giving expert advisement and solutions for appropriate contractor support services. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 grade level equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Overseeing, analyzing, or administering contracting strategies, policies, processes, or systems to ensure program goals are met.
