ADMINISTRATIVE/TECHNICAL SPECIALIST
Summary You will serve as an Acquisition Lead in the Product Support Branch (WXMN) Maritime Electronic Warfare Systems Division (WXM) of NAVAL SURFACE WARFARE CENTER. The salary range shown above represents all of the positions within the band, including high-grade positions. This is not a high-grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $137,000). The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. Responsibilities You will determine and influence the contracting policies and strategies by independently leading the development and execution of acquisition and contracting strategies. You will review, approve and execute contractual documents for team members. You will support technical projects by assisting with acquisition planning, contracting strategy, source selection, and administration of complex service and material contracts. You will train Acquisition Quality Managers (AQM's) and Requiring Technical Authorities (RTA), to develop, review, and approve acquisition strategy plans, source selection plans, source selection evaluation reports, and other similar documents. You will lead interdisciplinary teams of experts in engineering, logistics, contracting, and other career fields, to provide innovative, best-value solutions to complex contracting problems. You will draft executive reports and presentations to, and interface with, Senior leadership members government and industry on a very regular basis. You will direct the work of lower-level specialists who, on a task team basis, may be involved in performing segments of the overall project task under the specialist's cognizance. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 (GS-11/12 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: coordinating acquisition/contract services for a team to evaluate contract methods by planning and reviewing documents to ensure milestone and regulatory compliance.
