Summary You will serve as the Commands Records Manager in the Records Management Forms and Directives Branch of the Corporate Business Office Division of NAVSURFWARFCTR PANAMA CITY DIVISION. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12. Responsibilities You will apply NAVSEA and Naval Surface Warfare Center Panama City Division (NSWC PCD) Records Management (RM) regulations, directives, policies, and procedures. You will document and manage RM findings in electronic databases. You will communicate with a diverse group of scientists, engineers, technicians, logisticians, managers, and executive leaders. You will develop plans and procedures for implementing records management policies, regulations, and processes for the command. You will develop and monitor standard policies and procedures for record storage retrieval and dissemination. You will provide input to the design, creation, and implementation of the Navy records management program at NSWC PCD. You will implement regulatory and local procedures for creating, transferring, storing, receiving, and disposing of electronic records using the designated Navy Approved System of Record (APSR) for electronic records. You will perform the role of Electronic Staff Transfer for the purpose of packaging and transmitting electronic records to the Electronic Records Management (ERM) via an electronic transfer method. You will investigate incidences of lost records and unauthorized destruction of records, provide guidance and assistance to reconstruct lost/destroyed records and make recommendations to management on preventing future records loss. You will coordinate the local Disaster Recovery Plan to account for the Vital Records Program. You will provide training to new and active records custodians (RCs), records liaisons (RLs), and records liaison custodians (RLCs). You will conduct quarterly meetings with RCs, RLs, and RLCs to communicate Community of Practice (COP) information and latest news, policy, directives and changes. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector providing analysis and oversight of a Records Management Program to ensure compliance with applicable regulations, directives, policies, and procedures. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: A Ph.D. or equivalent doctoral degree. OR Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. OR An LL.M. degree that is related to the position being filled. OR A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal one hundred percent.
