ADMINISTRATIVE/TECHNICAL SPECIALIST
Summary You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the EMPLOYEE SERVICES BRANCH, BUSINESS OPERATIONS DIVISION, PERFORMANCE ASSESSMENT DEPARTMENT of NAVAL SURFACE WARFARE CTR CORONA DIV. THIS ANNOUNCEMENT IS FOR AN ADMINISTRATIVE OFFICER (AO) POSITION. Responsibilities You will serve as an administrative consultant and advisor in the areas of personnel management, strategic and organizational planning and implementation, coordination of general and administrative support functions. You will be responsible for keeping management informed of new or revised administrative polices, regulations, and procedures that affect the internal administrative controls and functions of the organization. You will meet with management to address administrative issues, resolve problems, and provide recommendations for correcting or improving the program. You will assist management in preparing or revising Level Descriptor Addendum's (LDAs). You will monitor, coordinate and track all on-going and projected personnel actions and apprises management of status. You will maintain files and documents on all personnel actions, and coordinate actions with appropriate staff or supervisor as well as interfacing with the Human Resources Office. You will provide administrative support of the department performance management process, including the performance expectations and incentive pay process. Requirements Conditions of Employment Qualifications For the NT-03 pay band: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-02 (GS-5 through GS-8 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying analytical techniques to provide guidance, identify and resolve problems impacting personnel management operations. For the NT-02 pay band: Your resume must demonstrate at least three years of general experience that includes one year of experience equivalent to the next lower pay band NT-01 (GS-01 through GS-04 equivalent) in the federal service or equivalent experience in the private or public sector that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing.x Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: For the NT-03 pay band level: Successful completion of a master's or equivalent graduate degree; OR Successful completion of two full years of progressively higher graduate level education leading to a master's degree; OR Successful completion of an LL.B. or J.D. that is related to the position being filled; OR A combination of experience and graduate education as described above that equates to one year of experience. For the NT-02 pay band level: Successful completion of a four-year course of study leading to a bachelor's degree.
