At a division level, the COA is administratively accountable for leading, managing, developing, staff and for ensuring smooth operations of assigned areas within the division. The COA guides nursing staff in the provision of nursing care consistent with Nursing Standards of Care/Practice, the Plan for Provision of Nursing Care, The Plan for Provision of Care to Patient, the Performance Improvement Plan, the Patient Education Plan and Professional Organization Standards. She/he maintains competency skills including the ability to interact with people from diverse cultural backgrounds. This role coordinates staffing and nursing operations on a house-wide basis to support the expectations and philosophy of Cedars-Sinai Health System (CSHS) to provide quality patient care. **Principal Responsibilities:** + Serves as a liaison between various hospital departments to coordinate needs, help resolve issues, expedite patient flow, identify trends and make recommendations for resolution. Participates in a variety of committees, task forces and planning/ project teams to ensure efficiency of hospital operations, in support of organizational strategy. + Provides after hour administrative guidance to all hospital departments to ensure appropriate intervention and triaging of clinical and non-clinical issues which may include, but are not limited to regulatory, risk management, forensic, hospital policy, volume surges, environmental services, security, resource allocation and human resources. Serves as the administrative liaison to patients, families, health system employees, physicians, on-call administrators and external constituents. Able to assess the ability of the patient and parent/guardian to follow direction/instructions and give consent. + Acts independently after hours, to provide crisis management, interpret policy, make timely decisions that directly impact patient care, ensure timely and effective communication and collaboration among departments, and provide operational oversight throughout the Hospital. Collaborates with on-call leadership as needed, to report critical incidents and/or implement disaster protocols. Prevents/minimizes disruptions to services. + Provides cross functional process assessment, and process improvement. Collaborates with managers and directors in cross-functional assessment, problem solving and process improvement via collaborative teamwork, and open communication to ensure the effective coordination and integration of services within and between units. + Assists in establishing and implementing goals, objectives, policies, procedures and systems for assigned areas; participates in the development and implementation of long range plans. + Coordinates staffing and nursing operations on a house wide basis to support the expectations and philosophy of Cedars-Sinai Health System (CSHS) to provide quality patient care. Collaborates with Associate Directors and Executive Directors as needed. Develops staffing in response to patient volume and activity. Coordinates COA schedule coverage with peers in adherence to standards. Proven ability to staff the inpatient departments within ratio and the flexibility for the next shift variances. + Works closely with Patient Placement and Transfer Center staff to evaluate bed availability and coordinate/facilitate appropriate patient placement. Demonstrates knowledge and ongoing education related to EMTALA and HIPPA regulations during all hours. + Obtains facts and evaluates data to identify and intervene in actual and/or potential safety and risk management issues. + Takes corrective action in situations requiring immediate intervention, including interpretation and administration of hospital policy and requirements + Documents (or delegates) documentation of pertinent information, actions and decisions and communicates to appropriate leadership. + Identifies safety concerns and institute measures to provide a safe environment; and provide appropriate assessment, intervention and evaluation of patients with consideration of developmental milestones. + Authorizes service recovery interventions. + Guides nursing staff in the provision of nursing care consistent with Nursing Standards of Care/Practice, the Plan for Provision of Nursing Care, The Plan for Provision of Care to Patient, the Performance Improvement Plan, the Patient Education Plan and Professional Organization Standards. + Administratively accountable for leading, managing, developing, and supervising within their assigned shifts. **Qualifications** **Educational Requirements:** Bachelor's Degree Nursing Minimum Master's Degree Nursing Preferred **Licenses:** RN State License required Basic Life Support (BLS) required from American Heart Association or American Red Cross ANCC Specialty Certification Specialty Certification - External within 1 Year ANCC Specialty Certification Special Certification - Internal Upon Hire **Experience:** Minimum of 5 years Progressive leadership experience in a clinical setting required 5 years Experienced in multiple specialty areas or hospital functions preferred **Physical Demands:** Lifting 50 lbs.
