AFCAP LSS OCONUS Program Manager - Tinian

AFCAP is designed to leverage the use of the private sector to serve as a force multiplier to augment military resources and provide rapid design/construction, service contracts, and/or logistics/commodity solutions in support of contingencies. This position directly supports United States Air Forces, Pacific (PACAF) on-going projects on the island and across the Pacific. You will work with a team of managers, business operations analysts, and deployment specialists working closely with the AFCEC/CX customer as a Program Manager. In this role you will lead your program(s) as you provide advisory and assistance services in the following areas: + Program Management and Contract Execution Support. + Contract Requirements Development, Proposal, and Technical Writing. + Contract Conflicts of Interest, Non-Disclosures, Cost estimation & Fiscal Law. + Ensure compliance with Environmental Policy management plans + Proposal Evaluation, generate technical evaluation inputs. + Manpower Mix Determinations & Task Determinations. + Funds Management, processing, tracking, accounting, Defense Finance and Accounting Service Integration, Returns. + Schedule & Quality Control Management/Compliance. + Contract Performance Management, Cost Control, Modifications, Task order/Contract Closeouts. + Contractor Performance Assessments. + Planning and attending site visits: to include deployment processing. + Provide direction on projects from inception through completion and provide technical and managerial assistance on all aspects of project management to comply with the technical requirements of the contract for the customer. **Qualifications** To be successful in this role you will have: + An Active Secret security clearance. + U.S. Citizenship + A Bachelor’s degree and eight (8) years of experience + OR a Master’s degree in related fields such as Civil Engineering, Architecture, Management, Business, or other sciences related to facility/infrastructure projects. + Eight years of experience as a program manager evaluating the performance of contractor workforce/projects and staff in terms of actual and planned task schedules and resource requirements. + Three years of experience managing facility/infrastructure projects and expertise with contract requirements, proposal, and proposal assessment development. + Valid Passport + The ability to travel up to 25% of the time. + Willing to relocate/live on Tinian Island or within the Northern Mariana Islands + Ability to apply established instructions, rules, regulations, procedures, and industry best practices relevant to professional engineering, built infrastructure operations and maintenance, construction management, and scientific work. + Ability to anticipate and address program requirements and respond to key stakeholder needs in support of their AFCAP tasks to include providing recommendations in their area of expertise. + Ability to build effective and professional working relationships and have the skills necessary to represent the AFCAP to a variety of installation and functional area organizations within the Government and to contractor/industry representatives. Additional desired experience and skills: + Experience with Federal / Local Environmental and Historical Preservation Policies + Prior experience in the Air Force CES as a pavements and construction equipment operator (3E2X1) or Engineering Assistant (3E5X1) is preferred but not required. + Knowledge and understanding of the Air Force Civil Engineering Squadron’s (CES) organization, operations, and capabilities.
