Job Description:

AFNORTH/A5 is responsible for the identification and coordination of emerging requirements in support of the USNORTHCOM mission that supports partner nations (Mexico, Canada, and the Bahamas) counter narcotics (CN) and counter transnational organized crime (CTOC) operations. The AFNORTH CN/CTOC enterprise includes support to planned and emerging Air Interdiction and Air Surveillance capabilities and processes, as well as communications and Information Technology (IT) lines of effort.

HOW A THEATER SECURITY COOPERATION MANAGER WILL MAKE AN IMPACT:

Assist AFNORTH identify and document US and partner nation capabilities and shortfalls in an effort to address common threats within the CN/CTOC arena.  The contractor will work overseeing and managing AFNORTH CN/CTOC programs and projects in support of the NORTHCOM CN/CTCO mission.  Partner nation limited analytical, interdiction, and surveillance capabilities in the approaches to the U.S. mainland, combined with deficiencies in intelligence, surveillance, and reconnaissance (ISR) professionals and equipment, create avenues for State and Non-State actors (to include illicit traffickers and Transnational Criminal Organizations (TCOs)) to infiltrate the U.S. homeland.

Shall, in cooperation with the AFNORTH LNO (liaison officer) to the Air and Marine Operations Center (AMOC), develop and manage information sharing processes and agreements between the US and Mexico in order to facilitate radar data sharing that counters illicit air traffic within Mexico and in the vicinity of the shared US/Mexico border. Work closely with the AMOC LNO to facilitate collaboration between Customs and Border Protection (CBP) and SEDENA/FAM (Mexican Army/Air Force) to strengthen interoperability and cooperation in the area of our common border to improve communication and processes that interdict illicit traffic within the Mexico AOR. (10 U.S. Code 284.a, c)

Assess capabilities and identify gaps against proposed CN strategies to achieve improved air surveillance and air interdiction capabilities with the partner nations within the NNC AOR in support of CN/CTOC operations. (10 U.S. Code 284.b, c)

Provide operational support to build air surveillance and interdiction scenarios into bilateral exercises, which further the partner nation CN/CTOC capabilities.  Operational support facilitates target routing and cross-border Tactics, Techniques, and Procedures (TTP). (10 U.S. Code 284.b, c)

Assist AFNORTH in developing the Radar Working Group under NORTHCOM guidance.  As a member of the Radar Working Group, the contractor shall help identify solutions to remedy extensive radar detection gaps, particularly within Mexico.  Developing this surveillance capability is crucial to preventing illicit traffic movement across the US/Mexico border. Work with interagency to coordinate, manage, and support AFNORTH air domain awareness, air domain control, and radar data sharing programs that support NORTHCOM CN/CTCO mission/efforts. 

Help synchronize NORTHCOM, ARNORTH, and AFNORTH efforts in assisting the Government of Mexico (GoM) determining their air surveillance and air interdiction requirements. (10 U.S. Code 284.b, c)

Work shall be primarily performed onsite within Government facilities at Tyndall AFB in Panama City, Florida, although work may also be performed in Mexico, Canada, and Bahamas, as required. This may include telework and travel outside the contiguous United States (OCONUS) to Mexico, Canada, Bahamas and other countries as requested.

WHAT YOU'LL NEED TO SUCCEED:

Education and Experience: BA/BS and 10+ years experience

Two years TSC experience required

Knowledge of AFNORTH/CONR/NORTHCOM Homeland Defense and Theater Security Cooperation required

Knowledge of C2, radar systems, and datalinks required

Bilingual fluency in Spanish is preferred

Security Clearance: TS Required

The likely salary range for this position is $106,250 - $143,750. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
