Job Title Agency Instructor I - Disaster Management and Recovery Program Agency Texas A&M Engineering Extension Service Department Infrastructure Training And Safety Institute Proposed Minimum Salary Commensurate Job Location Job Type Staff Job Description The Agency Instructor l will deliver program courses for the Infrastructure Disaster Management and Recovery program across the country to city, county, state, federal and private sector officials that pertain to disaster management, emergency services, response recovery and planning for threats posed by man-made, technical and natural disasters. The Instructor will perform classroom and field instruction and/or provide technical assistance and use a variety of media to present course material, and assist in modifying and/or updating curriculum content, when necessary, to meet learner needs. This position will report to the Agency Training Manager. Required Qualifications: + Bachelor's degree from an accredited college or university or an equivalent combination of education and experience. (equivalency: will consider an Associate’s degree with six years of emergency management-related experience, or a High School Diploma/GED with eight years of emergency management-related experience) + Four years of Emergency Management related experience coordinating/managing the response, recovery, and mitigation efforts in one or more of the following critical infrastructure sectors: Public Works, Healthcare, Electric Power Systems, or Water/Wastewater Systems. + One year of adult education and/or training. Required Licenses/Certifications: + Must have a valid motor vehicle operator’s license or ability to obtain within 30 days of employment. + Must have a valid passport or ability to obtain within 180 days of employment. Preferred Qualifications: + Master’s degree from an accredited college or university. + Ten or more years of Emergency Management related experience coordinating/managing the response, recovery, and mitigation efforts in one or more of the following critical infrastructure sectors: Public Works, Healthcare, Electric Power Systems, or Water/Wastewater Systems. + Broad emergency management experience with several different responding disciplines or organizations (i.e. Fire, Police, EMS, Public Works, federal, state, local, territory, or tribal). + Subject matter expert (SME) in the Emergency Management field specifically in Public Assistance and Policy as it relates to Disaster Recovery, Disaster Preparedness, Disaster Mitigation, and Disaster Prevention. + WMD/Terrorism awareness training, HazMat, and ICS 300 and 400 courses. + Experience teaching in both a face-to-face and live online instructor led setting. + Designing and developing curriculum. Physical Requirements: + Ability to work in various weather conditions to deliver training. + Ability to support training delivery for up to 8-10 hours/day. + Ability to communicate orally and in writing. + Physical conditioning consistent with setting up classrooms, movement of training equipment, and instructional materials up to 40 lbs. + Ability to travel independently to other and/or remote locations by driving and/or flying on commercial airlines. Knowledge, Skills, and Abilities: + Advanced working knowledge in emergency management response/recovery. + Working knowledge of principles and methods for teaching and instructing individuals and groups. + Proficient with basic office software (Microsoft Office) and instructional programs. + Working knowledge of media production, communication, and dissemination techniques and methods to include alternative ways to inform and entertain via written, oral, and visual media. + Knowledge of principles and processes for providing customer and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction. + Strong knowledge of NIMS, The Stafford Act, and FEMA doctrine. + Strong interpersonal and organizational skills. + Excellent presentation skills. + Ability to effectively communicate both orally and in writing. + Ability to interact positively and professionally with clients and staff. + Ability to inform and entertain via written, oral, and visual media. + Ability to work without direct supervision and able to use good judgment. + Ability to participate in the marketing of courses. + Ability to contribute to course development. + Ability to make a favorable impression on course participants and peers. + Ability to work cooperatively with others. Equipment: + Standard office equipment: computer, keyboard, multifunctional printer, telephone. + Rental cars and state vehicles. Notifications: + This position is security sensitive. + This position may require work beyond normal office hours and/or work on weekends. + This position requires compliance with state and federal laws/codes and Texas A&M University System/TEEX regulations and procedures. + All tasks and job responsibilities must be performed safely without injury to self or others in compliance with System and Agency safety requirements. + As part of TEEX’s mission of providing training, developing practical solutions, and saving lives; this position could be required, if called upon, to deploy within the State of Texas as directed by this position’s Division Director/HQ Department Head. + Ability to travel independently to other and/or remote locations by driving a personal or TEEX vehicle and/or flying on commercial airlines. + This position allows telecommuting per TEEX guidelines. + This position is funded from grant and/or contract funding, which is renewed through provisions of the grantor of the contract. Therefore, this position is contingent upon continuation of funding from these grants and/or contracts, as well as satisfactory job performance. Essential Duties, Tasks, and Percentages: Provide classroom instruction – 75% + Instructs courses and provides technical assistance when needed. + Prepares training materials, training aids, and/or equipment prior to course and ensures classrooms are ready for participants. + Ensures training materials, training aids, and classrooms are secured upon completion of the course. + Ensures concerned parties, points of contact, host organizations, agencies, are contacted and notified of schedules, locations, and times. + Ensures participants have achieved terminal objectives of the course. + Maintains subject matter expertise on topics of instruction. + Follows approved curriculum course outline. + Performs all course exercises as explained in the TEEX Instructor Guide. + Provides the opportunity for participants to evaluate the training. + Collects forms at the start of class and ensures students sign the attendance roster. + Maintains appropriate student activity documentation. + Ensures course evaluations are collected and returned as instructed by Training Manager. Provide Program Support – 15% + Assists the Training Manager/Coordinator with customer interactions. + Assists in the marketing of division programs and events to potential customers and students. + Assist in reviewing, modifying and/or updating curriculum content as necessary. + Assists with the coordination of courses with local POC as assigned by the program supervisor. + Reviews new and revises instructional materials as they become available to determine relevance with current courses. Administrative/Fiscal Responsibility – 10% + Completes required administrative work to include student records, travel submissions, and time/effort paperwork is completed accurately and in a timely manner, in accordance with Division and Agency requirements. + Completes all required TAMUS training within the requested due dates.
